About the Role:
HeiTech Services is seeking applicants for a Mail Services Supervisor (MSS) for the Office of the Comptroller of the Currency (OCC). Work will be performed at the OCC headquarters in Washington, DC.
Security Clearance: Must possess (or be able to obtain) a federal public trust clearance.
Certifications: Must hold one of the following recognized industry certifications: Executive Mail Center Manager (EMCM), Certified Mail and Distribution Systems Manager (CMDSM), or Certified Mail Manager (CMM).
In this role, you will:
Be responsible for managing day-to-day operation of the Office of the Comptroller of the Currency's (OCC) Headquarters mail center and ensuring standard operating procedures (SOP) are adhered to for the receipt, screening, sorting, dispatch, and delivery of incoming mail, tracking accountable mail, pick up of outgoing mail, sorting, consolidating, applying postage, coordinating pick-up and delivery with the United States Postal Service (USPS) and commercial carrier services United Parcel Service (UPS), Federal Express (FedEx), etc., operating courier services, delivering in-house supplies, forms, courier services, executive driving, and copier services support as required.
Essential Duties and Responsibilities:
- MSS will confirm due diligence is performed by mail clerks to identify suspicious mail per industry best practices such as the guidance provided by FBI advisories and USPS inspection guidelines. Provide training at a minimum annually on FBI and USPS inspection guidelines.
- Safeguard and protect mail at all times.
- Manage processes to ensure that all incoming accountable mail is scanned or otherwise entered into the mail tracking system and delivered within three (3) hours of receipt.
- Manage processes to ensure that all incoming newspapers are delivered within two (2) hours of receipt.
- Verify that all accountable mail is logged, tracked, and signatures obtained whenever such mail changes hands.
- Provide and ensure a manual process, in the event the electronic system is down, tracking the same data fields used in the electronic system.
- Ensure that all tracking logs used in the mail center daily, weekly, and monthly either manually or electronically are complete and accurate.
- Verify that all outgoing accountable mail received is entered in the mail tracking system when possession is taken.
- Maintain accurate accounting and safeguard funds used for metering outgoing mail by following the USPS Standards and Procedures set forth.
- Analyze services available from USPS and commercial carriers and select the most secure and cost-efficient method that will satisfy the delivery requirement of the customer.
- Responsible for ensuring customer needs at the Customer Service window are met and mail clerks provide excellent customer service.
- Ensure that mail is picked up and delivered on-time.
- Create a system when needed to manage backup support to the copy center as required to meet operational demands and support operations during normal business hours and outside the normal business hours, on weekends and on holidays.
- The estimated total number of hours for overtime per year is 15 hours.
- Manage courier or executive driver requests, to locations within the Washington Metropolitan area.
- Ensure all equipment and vehicles are in safe and reliable operating condition at all times, that needed repairs are reported and obtained in a timely manner, and vehicle safety checks are regularly performed.
Required Skills and Abilities:
- Must be capable of communicating in and understanding verbal and written English.
- Must be able to lift and handle heavy boxes and packages weighing up to 70 pounds.
- Must be capable of basic arithmetic calculations such as addition, subtraction, division, and multiplication.
- Must be proficient in the use of Microsoft Office Suite (Word, Excel, Outlook, etc.)
Minimum Education and Experience:
- Must be proficient in the use of Microsoft Office Suite (Word, Excel, Outlook, etc.)
- Must possess a high school diploma and a minimum of 12 years' experience successfully leading teams in achieving high timeliness metrics under fixed deadlines with at least 6 years' experience as a team lead or supervisor.
- Applicants who possess two (2) of the certifications identified above may use one of the certifications to substitute for four (4) years of supervisory experience. Any additional certifications above two cannot be used for further substitution for any requirement.
- A bachelor's or associate degree in any field may be substituted for four (4) years or two (2) years respectively, of non-supervisory mail industry experience.
- A valid driver's license is required, with no record of accidents or traffic violations within the last three years, and no record of alcohol or drug abuse problems.
