POSITION: Licensing Analyst
SALARY: DOE, Starting at $22.36 per hour
REPORTS TO: Deputy Director
LOCATION(S): Gaming Commission / Omak Headquarters
BASIC FUNCTIONS: Non-exempt. Under the general supervision of the Deputy Director, the Licensing Analyst is responsible for following applicable licensing regulations, policies, and procedures as required by the Gaming Commission, which includes all gaming and non-gaming licensing functions. Performs work of considerable difficulty in planning, coordinating, and conducting the investigations, inquiries, and licensing functions, including but not limited to, criminal background and financial investigations; communication with federal, state, and local agencies; obtaining information and recommending the issuance, suspension, or revocation of licenses; research and documentation of information; compiling, organizing, summarizing, and presenting evidence during hearings; and evaluation and processing of gaming employees and vendors licensing investigations.
MINIMUM QUALIFICATIONS:
Education and Training:
Bachelor’s degree in a field closely related to human resources or legal studies, AND twenty-four (24) months of professional experience related to licensing, human resources, or paralegal work; OR,
Associate’s degree in a field closely related to human resources or legal studies, AND forty-eight (48) months of professional experience related to licensing, human resources, or paralegal work; OR,
A combination of education and/or experience related to licensing, human resources, or paralegal work totaling seventy-two (72) months that demonstrates the knowledge, skills, and abilities to perform the duties and responsibilities of this position.
Knowledge, Skills, and Abilities:
Applicable tribal, federal, and state gaming laws, rules, regulations, policies, procedures, practices, and internal controls.
Criminal procedure and the judicial process including analytical and organizational skills and the ability to apply those skills in conducting comprehensive background screening and record maintenance.
Investigative techniques, principles, procedures, and practices, including financial investigations, fraud, and other “white-collar” crimes related to licensing.
Effective written communication skills, along with the ability to generate clear, concise, and unbiased investigative reports.
Effective verbal communication skills, including the ability to speak clearly and courteously with very diverse groups of people; must possess the ability to give public presentations, as required.
Tribal government, administration, systems, and organizational structures including criminal procedure, judicial system, and the legal processes related to licensing and license appeals.
and/or be familiar with all reference materials and documentation pertaining to the regulatory requirements as they apply to all aspects of licensing and keep up to date on all licensing requirements.
The use of personal computers and office machines and be familiar with and be able to use current office software applications.
Good organization skills and the ability to work within a team-structured environment.
Establish and maintain effective working relationships with co-workers, subordinates, external agencies, law enforcement agencies, and other internal and external agencies and entities.
Utilize word processing, spreadsheets, financial management, operating in a Windows environment, and database software.
Follow detailed instructions and incorporate accurate attention to detail.
Learn fingerprinting techniques and how to operate all equipment the Commission uses for obtaining fingerprint submissions.
Apply specific risk assessment to the applicant's history and the appropriate employment position within the gaming field.
Problem-solve and ability to work effectively with others.
Effectively deal with frequent interruptions and simultaneously work on multiple tasks while ensuring timely completion of work.
Prioritize and organize a heavy workload, multi-task and work in a fast-paced setting with minimal supervision.
Ability to sit for long periods of time to perform assigned duties and responsibilities.
Ability to lift and carry up to 35 pounds.
Ability to adhere to a healthy, drug-free lifestyle to maintain compliance with Colville Tribal and Commission policy and requirements.
Must possess and maintain a valid Washington State driver’s license and be eligible for the Tribes’ Vehicle Insurance.
Must be qualified and suitable for a tribal gaming license under Tribal, State, and Federal requirements. A tribal gaming license application must be completed and submitted with the CCT job application to be considered.
