DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

Reports directly to the Director of the Mayor’s Office for Adult Literacy (MOAL) and assists in the oversight and management of the technical components of the American Rescue Plan Act (ARPA) Digital Literacy Equity Project Grant Award; manages grant project from inception and project definition to implementation and post-implementation analysis and planning. Includes all phases, such as, inventory, deployment strategy, management, monitoring, reporting and evaluation.

RESPONSIBILITIES:
  • Oversees the technology component of overall grant project, working closely with relevant stakeholders within the City of Houston, Houston Public Library and Mayors Office for Adult Literacy including ARPA Grants Project Coordinator). Assures the alignment between project-objective implementation and the Houston Adult Literacy Blueprint.
  • Manages technology budget and plans for all resources required for the project and ensures compliance with requirements.
  • Serves as the technical liaison among pertinent divisions, partners, and committees.
  • Attends all ARPA grant related meetings as directed by COH ARPA team.
  • Prepares technical reports for submission by required deadlines; maintains various databases, records, and files and ensures project documents are complete, current, and filed appropriately.
  • Creates and executes project work plans and revises as appropriate to meet changing needs and requirements.
  • Communicates and presents reports defining progress, problems, and solutions to stakeholders
  • Responsible for daily operations and activities of the digital literacy navigators, ensuring that each is meeting service requirements, submitting statistical reports, policies adhered to, and participating provider feedback is addressed.
  • In coordination with the Digital Strategies Division of the Houston Public Library, provides the necessary IT support to the computer labs in accordance with Library and COH policies and best practices, established under the Digital Literacy Equity Project Digital Literacy project.
  • Helps design and implements procedures to integrate digital literacy navigation services and IT support for COH technology and equipment at participating literacy providers.
  • Develops work plans and evaluations, administers staff schedules, time and attendance.
  • Assists Digital Literacy Navigators with work-related problems to improve job performance; may communicate with departmental and external sources to seek resolution.
  • Develops and conducts training for digital literacy navigators relevant to their service requirements for supporting providers digital literacy needs for instructional personnel in regard to a variety of technologies, equipment, connectivity choices, digital literacy project marketing, and other related needs for each site and community served.
  • Supervises the development of outreach to neighborhood institutions and organizations as needed; examples are neighborhood civic clubs, elementary schools, and community colleges as well as other providers, non -profit and other governmental agencies providing relevant support services.

WORKING CONDITIONS

Position require stooping and bending; lifting of library materials up to 20 pounds.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree.

EXPERIENCE REQUIREMENTS
Four (4) years of experience in professional library information services or education are required.

PREFERENCES
Prefer:

  • Three to five years of professional and administrative experience in developing, managing and coordinating community organizational work, resources and services.
  • Prior work experience with nonprofit and/or government sectors in the areas of adult education, digital literacy, grant writing, program development and administration, etc.)
  • Certification in project management or equivalent
  • Experience in the design, installation, operation and/or maintenance of a computerized data network or industrial control system

Grant and Special funded positions are dependent upon continued available funds. If funding is no longer available, employee may be laid off or transferred.
Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.

PAY GRADE: 21
