Duties

As an IT Specialist (Customer Support) within the Technology and Data Management Division, some of your specific duties will include:

  • Provide coordination and oversight for the IT help desk team.
  • Monitor the help desk phone line and incident management ticketing system and assist end users in a timely manner.
  • Explain computer hardware and software operations to end users.
  • Manage user IT support and communications.
  • Perform personal property lifecycle tracking, and submit reports for lost, damaged, or destroyed property to the Property Accountability Officer for review and approval.
  • Create and maintain user training and Help Desk process and procedure documentation.
  • Assist Branch Chief in providing efficient IT operations' support.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-3 is equivalent to the GS-11/12 however this vacancy is being advertised at the GS-11.

NOTE:
A one year probationary period may be required.
Payment of relocation expenses is not authorized.
This position is not in the bargaining unit.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS:

Individual Occupational Requirements (IOR): You must meet the IOR for the 2210 Series described below:

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. NOTE: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

OR

EXPERIENCE: IT-related experience demonstrating each of the four competencies listed below:

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

To qualify for the ZP-2210-3 or GS-11, in addition to meeting the IOR, you must meet the specialized experience below:

One year (52 weeks) of specialized experience at the ZP-2 or GS-09 grade level or equivalent pay band in the Federal Service, to include experience:
  • IT service desk and customer service.
  • Monitoring the service desk phone lines and incident management ticketing system.
  • Training/communicating to end users on IT-related matters, and maintaining end user and help desk documentation.



Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume. You may submit an unofficial copy of the transcript at the initial phase of the application process. If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken.

Education completed in colleges or universities outside the United States may be used to meet the above requirements. Well-qualified for CTAP and ICTAP eligibility includes those candidates who have been determined to exceed minimum qualifications for the position by attaining at least a rating of 85, but otherwise may or may not be among the highly or best-qualified candidates. Non-Competitive Reinstatement to a Higher Grade/Band than Previously Held MUST submit the following documents:
