Job description
This position serves as the sole business analyst supporting the Division of Behavioral Health and Recovery in support of data management along with the division’s data analyst for Trueblood programs. This individual will collaborate with business partners through regular program administration meetings to gather requirements and negotiate the options and changes to data reporting systems, among other technical tasks. The ideal candidate will be able to navigate these internal and external partnerships while discussing technical requirements with technical and non-technical audiences.

About the program:
The Health Care Authority (HCA) provides support in coordination with the Department of Social and Health Services (DSHS) in relation to Trueblood programs. The Trueblood programs’ focus is to ensure all people charged with a crime have the constitutional right to assist in their own defense. If a court believes a mental disability may prevent someone from assisting in their own defense, the court puts the criminal case on hold while an evaluation is completed to determine the person’s competency and whether they need treatment to restore competency. DSHS and HCA have the obligation under state law to provide these competency evaluation and restoration services. HCA has established and now administers several new programs that directly impact these areas specifically restoration, diversion, education, housing, and peer support services. There is a large amount of data that will be coming to HCA to both administer these new programs, and to produce reporting that will be supplied to the court to monitor the settlement.
The focus of this position will be to support and operationalize these data and other technical requirements of the Trueblood programs.
About the position:
This position serves as a journey level business analyst working closely with HCA program managers and partners external to HCA in all areas to develop or enhance technology and data solutions to support Trueblood. They will assist the HCA program managers to define data collection and data management strategies that will enable those programs to operate as well as contribute to DSHS’s reporting of metrics back to the courts. The Trueblood Data Business Analyst supports and builds the bridge between the business and technical requirements related to data management.
This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.
Some of what you will do:
Provide journey level expertise in the area of IT business analysis, requirements gathering, documenting and validating requirements for system, database and business process solutions, to support Trueblood.
Elicit requirements from product owner, key stakeholders, and subject matter experts.- Lead requirements analysis and verification, ensuring that requirement statements are complete, feasible, verifiable, and that they conform to standards.
- Represent requirements using alternative views, such as visual diagrams or prototypes, where appropriate.
- Compose high-level business and user requirements into user stories, specified in an appropriate level of detail and in appropriate forms suitable for both program managers and technical staff.
- Document user stories, requirements, and acceptance criteria.
- Facilitate in the design and implementation of the Trueblood data collection strategy and methods.
- Develop process for capturing and maintaining metadata for Trueblood data.
- Develop data maintenance and governance processes and procedures, to obtain and maintain accurate master data.
- Examine and collect the data available in an existing data source.
- Identify data dependencies and impacts to interfaces across applications within and outside the agency.
- Perform ad hoc reporting.
- Document known issues and the solution used to address the issue.
Required qualifications:
Qualifying candidates will meet one of the following combinations of criteria:
Bachelor’s degree or equivalent AND 3 years of professional information technology experience,- Associate degree in computer science or information technology area AND 5 years of experience as a Business/Technical Analyst within an Information Technology group performing consultative, administrative, or project management services, including analyzing and designing of business processes, or
- 3 years as an Entry Level Technician in state service.
- Advanced education may substitute for years of experience.
- Experience can substitute year for year of education.
- Senior-level IT consulting and research skills.
- Experience in facilitating change and/or transition planning, including collaboration with stakeholders.
- Proven internal and external influencing skills at executive and senior management levels.
- Business Analysis (BA) experience.
Preferred qualifications:
- Project Management Professional certification or Agile certification.
- Experience in facilitating change and/or transition planning, including collaboration with stakeholders.
- Proven internal and external influencing skills at executive and senior management levels.
- Demonstrated understanding of the agency’s budgeting and portfolio prioritization process.
- Knowledge and experience in data profiling.
- PROSCI Change Management certification.
- Lean “Green Belt” certification.
- Demonstrated knowledge of best practice Business Analysis methodology based on the International Institute of Business Analysis, Business Analysis Body of Knowledge (BABOK Guide and Standards).
