The City of Phoenix Water Services Department, one of the nation's largest potable water utilities, treats and delivers safe, reliable drinking water to 1.5 million customers across approximately 540 square miles.

Join the Water Services Department to enhance the City's current infrastructure with emerging technologies and strategies. IT professionals in the Water Services Department work closely with professionals in other technology environments, and in other City departments, offering opportunities for continued professional growth. We are seeking a highly skilled and experienced IT Analyst/Programmer III to join our team.

The position is responsible for:

  • Designing, building, testing, and deploying technical solutions in Oracle Utility Applications.
  • Translating customer business requirements into high quality solution designs for Oracle Utility products.

IDEAL CANDIDATE

  • Knowledge of multiple programming languages, database management systems, and development platforms.
  • Excellent written and verbal communication and presentation skills will be utilized to support development and training.
  • Ability to:
    • Support integration system testing with other systems.
    • Support a business application used to support customer experiences / interactions.
    • Work with business users to translate requirements into technical design and solutions.
    • Work in a team environment with a strong focus on customer service and solution ownership.
    • Analyze and assess existing business systems and procedures.
    • Assist in defining software development project plans, including scoping, scheduling, and implementation.

SALARY


$70,969.60 - $107,910.40 annually. Candidates may be hired up to $107,910.40 depending upon qualifications.

MINIMUM QUALIFICATIONS

  • Three years of experience in applications analysis and programming, systems analysis and design; including project leader responsibility.
  • Bachelor's degree in computer science, computer information systems, business administration, mathematics, or related field.
  • Other combinations of experience and education, which meet the minimum requirements, may be substituted.

PREFERRED QUALIFICATIONS


The minimum qualifications listed above, plus:

  • Experience with business users to translate requirements into technical design and solutions.
  • Experience in gathering and designing technical specifications for customizations and reports testing.
  • Experience in designing, developing, coding, and testing of business applications using Java, Python, PL/SQL or T-SQL, and scripting languages.
  • Three years of experience in supporting applications.
  • Hands-on experience developing test cases and test plans.
