POSITION SUMMARY
Inventory Control Manager will supervise reappraisals of commercial, residential, vacant, and personal property throughout the County. Reappraisals require extensive public contact, explanation of policies, procedures and applicable County and State laws and ordinances. Employee supervision includes hire selection, training oversight, performance assessment, coaching, disciplinary, and termination actions.
DUTIES AND RESPONSIBILITIES
- Oversee the operation of inventory warehousing, inventory section records management, fuel management, surplus property, recycling, and contract management.
- Implement short and long range organizational goals, objectives, strategic plans, policies and operating procedures in alliance with the department direction.
- Develop and manage annual budget and perform periodic cost and productivity analyses.
- Plan, supervise, assign, and participate in the work of staff responsible for material management activities including purchasing activities. Responsible for overall inventory control of various warehouses throughout the County.
- Develop and monitor a master material inventory system for all warehouses using County supported software systems as the primary data management source.
- Develop and implement inventory procedures for centralized material management system. Prepare and assure timely preparation of automated and computer-based records, inventory tracking and monthly reports.
- Develop, recommend, implement, and enforce purchasing, procurement, warehousing, issuance, receipt, and disposal of supplies, equipment, and services.
- Establish and monitor schedules and methods for providing inventory services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly and implement recommended changes.
- Coordinate or recommend changes to stock levels, types, quantities and quality of supplies and equipment required for Department operations.
- Manage and oversee mandatory material inventory counts to verify stock accuracy.
- Manage program budget; develop and implement budgetary goals, objectives and priorities that are in alignment with the department.
- Coordinate routine inventory procedures of equipment, tools, and materials relative to assigned area; maintain records of operational status of such equipment through various automated systems. Review and evaluate purchased equipment and materials; ensure such equipment, tools and materials meet contract specifications.
- Coordinate and prepare research and develop written reports and presentations as required, needed, or requested.
- Attend and participate in professional group meetings; stay abreast of new trends in area of specialty.
- Coordinate training and supervision of staff performance evaluations, issuing disciplinary actions, and recommend actions for the hiring, termination and promotion of staff.
- Participates and represents the Inventory section, in supporting the County's Pathway To Excellence (PTE) initiative.
- Perform other job-related duties as required or assigned.

Bachelor’s Degree in Business Administration, Public Administration, or related field, and six (6) years of related work experience in a professional level in purchasing, procurement, plus two (2) years in a supervisory. Any equivalent combination related to education and/or experience may be considered for the above requirements.
ADDITIONAL REQUIREMENTS
The offer of this Bernalillo County position requires compliance with the following:
- Employee must successfully complete the post-offer employment medical examination and background investigation.
- Employee must comply with the safety guidelines of the County.
- Employee must possess a valid New Mexico driver’s license by employment date and retain a valid NM driver’s license while employed in this position.
- Employee must complete required FEMA training(s) as assigned to position.
WORKING CONDITIONS
- The majority of essential duties are performed indoors in a temperature-controlled environment.
- Indoor working surface is even and may be carpeted or tiled.
- Indoor surfaces are typically dry and may involve the use of stairs.
- Work hazards or potential work hazards include those of a correctional facility environment with exposure to noise and dangerous situations that could involve serious bodily injury and other health hazards.
- Works alone primarily, with or without directions. Works with a group at times and with a select team at times.
- Flexible work hours may be required.
- A warehouse ladder may be used in the performance of indoor duties.
- Potential hazards include exposure to fumes/odors from chemicals, fluorescent bulbs, drain opener, bleach, adhesives, and paint.
EQUIPMENT, TOOLS AND MATERIALS
- Equipment typically used to perform administrative duties include the telephone, computer, telefax machine, typewriter, photocopy machine, and communication equipment.
- Materials and products typically handled in the performance of administrative duties include a wide variety of forms and paperwork, reports, various writing utensils and a wide assortment of other basic office supplies and materials.
- May handle first aid and oxygen equipment on an occasional basis.
- Worker uses an automobile van, or light truck for deliveries.
- Worker also handles various items including furniture, cleaning equipment, office furniture and cabinets.
