Based on job duties, this position is designated as telework eligible on a hybrid basis (i.e., working at least 2 days per week in the office); the selected applicant must complete the initial training period prior to being eligible to telework. All requests to telework are reviewed and must be approved by ODOTs Chief Human Resources Officer.


Position Description:

Data Administration Manager 1, Office of Data Governance, PN 20065681

In the Division of Planning, Office of Data Governance, participates as part of the Transportation Asset Management (TAM) Audit Group to develop, publish & enforce standards, policies, & procedures regarding data administration (e.g., ESRI, GIS), develop standards for new & existing data definition, determine software to maintain data definition standards & assist in design & development of databases. Collaborates with Data Business Owners (DBO), Subject Matter Experts, & Geographic Information Systems (GIS) Services Team to create & maintain technical documentation including logical data models, technical requirements, data mapping, or other general system design documentation using computer & related applications & software (e.g., ESRI, GIS, Microsoft Office). Provides database & report design recommendations to stakeholders. Manages stakeholder expectations & ensures TAM Audit Group project documentation completeness. Coordinates TAM Solution development with GIS Services team. Determines how asset data is accumulated & maintained. Determines security access to ODOT's Collector Program. Assists in the development of enterprise lifecycle strategies & workflows for each asset. Evaluates how data governance change impacts existing TAM solutions. Provides technical oversight in the design & development of database systems for TAM. Communicates solution strategies, priorities, & changes with stakeholders both internal & external to the agency.

Supports TAM by creating & maintaining GIS Databases, webmaps, reports, & dashboards. Manages users & security groups. Provides technical oversight for the Collector Program & other TAM activities. Provides training & support for TAM technology solutions. Conducts product evaluations & recommends software &/or hardware productions to support the agency's TAM & GIS initiatives. Monitors industry trends to ensure TAM solutions adhere to best practices. Develops & oversees enforcement of data quality control procedures. Performs analysis on assets to determine investment versus performance of assets, identifying poor performing assets. Coordinates asset condition & completeness reporting for DBO & district TAM Coordinators. Maintains working knowledge of GIS technologies (e.g., ESRI, FME, Python, SQL). Establishes maintenance protocols & standards for TAM solutions. Develops & implements plans for technical support, user outreach, & training support of the TAM Program. Communicates & documents TAM information using computer & related software (e.g., Microsoft Office).

Maintains data dictionaries; ensures all items & definitions in data dictionary are documented using computer & related software (e.g., Microsoft Office); ensures data is used & maintained in line with vision of department. Enforces data governance standards & policies across systems. Evaluates data governance change impacts on existing solutions. Provides technical support to on-going agency data development efforts. Performs other GIS or data administration tasks as assigned.


Qualifications
Completion of undergraduate core program in business or public administration or data processing/computer science/information systems technology; 2 yrs. exp. or 2 yrs. trg. in which included responsibility for developing standards for new & existing data definition, product evaluation, recommending software selection, design & development of data bases to include security measures/controls & how data is to be accumulated maintained, archived & removed from system.

Knowledge of data processing systems or business &/or public administration; mainframe computer; personal computer operating systems; database systems; system design; data backup & recovery; data security industry standards in data administration. Skill in operation of computer terminal & peripheral equipment (e.g., printers, modems). Ability to design & develop business plan (i.e., short & long term); deal with problems/issues involving several variables within familiar context; interpret variety of technical computer manuals & documentation; communicate verbally & in writing on technical & non-technical matters; gather, collate & classify information about data, people or things; prepare & maintain accurate & concise reports & records; handle routine & sensitive contacts with government officials, business officials, consultants &/or general public.
