Human Capital Manager


The Human Resources Manager is responsible for directing the planning, development, implementation, administration, and management of most or all of the human resources functions including, but not limited to, employment, recruitment, employee relations, EEO, E-Verify, compensation/benefits, and organizational development. Develop and drive creative HR initiatives and activities. Advise company management in human resources policy and program matters. This position reports to the President of the company.

Essential Duties and Responsibilities

The essential functions include, but are not limited to the following:

  • Oversee and manage the Human Resources department; plan, organize, and control all activities of the department.
  • Develop, recommend, and implement personnel policies and procedures, prepare and maintain employee handbook.
  • Perform benefit administration to include claims resolution, invoice approval, and annual re-evaluation of policies for cost effectiveness, information activities program, and cash flow.
  • File EEO-1 annually, maintain other records, reports, and logs to conform to EEO regulations.
  • Participate in administrative staff meetings; attend other meetings with business partners.
  • Educate and communicate company personnel policies and procedures to newly hired and current employees.
  • Responsible for onboarding newly hired employees to include employee handbook overview, employment documents, and benefit enrollment.
  • Create and maintain complete and confidential files on each employee. Process, verify and maintain documentation relating to personnel activities such as staffing, recruitment, training, grievances, performance evaluations and classifications.
  • Assist with company benefit administration to include enrollment forms, plan questions, claims resolution, and open enrollment.
  • Respond to applicant inquires in-person, over the phone and via email.
  • Assist in managing workers’ compensation injury claims. File reports with insurance provider, maintain accident information and monitor progress.
  • Respond to various information requests from governmental agencies, such as unemployment, employment verification in a timely manner.
  • Record and maintain data for each employee, including such information as addresses, weekly earnings, absences, supervisory reports on performance, change of statuses, and dates of and reasons for terminations.
  • Answer questions regarding eligibility, salaries, benefits, and other pertinent information
  • Represent the company during unemployment hearings/claims.
  • Perform other duties as assigned.

Minimum Qualifications (Knowledge, Skills, and Abilities)

  • Bachelor’s degree in human resources, Business or related field preferred
  • Previous Human Resources experience
  • SHRM-CP certification desirable.
  • Ability to work independently with little supervision required.
  • Ability to remain calm while working under pressure in a busy environment.
  • Ability to work within timeframe of standard policies and procedures.
  • Ability to maintain confidentiality related to sensitive company and employee information.
  • Thorough knowledge of HR principles and federal/local regulations.
  • Excellent ability to multi-task and prioritize in a busy, fast growth environment.
  • Proficiency in MS Office Suite is essential.
  • Business level writing skills to include reports, letters, e-mail and related business correspondence and communications.
  • Exhibit extraordinary discretion, confidentiality, flexibility, and willingness to work closely with our team.
  • Familiarity working in a GOVCON firm helpful but not mandatory.
  • Excellent interpersonal skills. This position will be in contact with a wide variety of both internal and external customers, including but not limited to prospective employees, current employees, union representatives, vendors, federal, state, and local government representatives, and customer representatives.
  • Maintain a functional level knowledge of Win Team ERP.
  • Functional level knowledge of ADP Work Force Now.

Travel Requirement

Infrequent travel within the National Capital Region (NCR) and other contract sites within the United States.

Position Location

Gaithersburg MD. This is a hybrid position with two days per week in the office. Office hours are 8a-4p or 9a-5p.
