The
Housing Specialist/Case Manager is responsible for direct housing search counseling and placement assistance within the Emergency Housing program, assisting clients in finding appropriate housing placements, providing educational support designed to increase housing retention, providing housing advocacy as needed, and providing assistance with aftercare services that help to support retention in permanent housing. The Housing Specialist reports to the Program Director for weekly supervision and programmatic assignments. The position works closely with the Case Managers and Revision/Chamblet Family Home teams.
Typical responsibilities include:
- Ensure implementation of best practices and compliance with Victory Programs, Inc.’s Standards of Excellence and Philosophy of Care at all times, including maintaining professional ethics, boundaries and client confidentiality.
- Provide direct quality housing search counseling services including: weekly sessions, assessment, planning, reassessment, referrals, and housing applications.
- Develop, implement, and facilitate groups and workshops as required by the Department of Housing and Community Development and as requested by the Program Director.
- Work collaboratively to assist the clients/residents in obtaining permanent housing and address any barriers.
- Complete all internal and external designated reports/databases and maintain effective documentation and record keeping including the logs, client case files, and other programmatic needs accurately and in a timely manner as directed by the supervisor.
- Conduct outreach to potential landlords.
- Accompany clients, as needed, to housing related appointments.
- Maintain an up-to-date housing resource database.
- Work closely with all Case Managers to develop and implement an aftercare plan.
- Enter housing assessment and other information in to ETO system and other funder managed and VPI database systems as needed.
- Complete any additional agency or funder reports as requested by your immediate supervisor or other designated person.
- Coordinate and develop primary partnerships between VPI and other network partners.
- Coordinate all client lease ups, which includes reviewing policies and procedures with all tenants regarding payment of rent, rental arrearages, and lease violations.
- Communicate effectively with the team and any other individuals or agencies involved in the clients sufficiency and stabilization plan.
- Maintain building security including curfew and all procedures, according to program policies and protocols of the residences.
- Promote access to and participation in the community and neighborhood, including the gathering and distributing information regarding community meetings, events, and resources.
- Facilitate and schedule monthly community meetings, client events, informational session and workshops in conjunction with the Program Director.
- Work with other housing providers to impact policies that are barriers to securing housing.
Qualifications:
- Bachelor’s degree is preferred and/or a minimum of one year of case management experience or two years of experience as a housing advocate and an openness to harm reduction philosophy.
- Knowledge of family shelter services or residential services.
- Experience working with DTA and/or homeless population.
- Strongly Preferred: Candidate is at least 25 years of age with a valid Massachusetts driver’s license with a safe driving point of 98, 99, 00, 01, 02 or 03.
- Ability to work independently and cooperatively as a member of a professional team.
- Ability to relate to residents in an instructive, directive, firm yet compassionate manner.
- Demonstrated ability to work successfully in multi-cultural settings with diverse client groups, including those with mental health issues.
- Proficient computer skills, including the use of Microsoft Word and Excel.
- Strong organizational, writing and communication skills.

- Monday-Friday (40 hours/week): M, Wed, Thurs, Fri 8am-4pm, Tues 12pm-8pm
