The City of Phoenix Housing Department’s mission is to create, promote and sustain diversified and affordable housing opportunities, while encouraging resident stability and economic independence. To fulfill the mission, the City of Phoenix Housing Department owns approximately 3,500 units of public and affordable housing and manages more than 5,200 housing choice vouchers, providing homes to 25,000+ persons. It also offers financing to for-profit and nonprofit partners to help create additional affordable housing opportunities.

The Housing Department is seeking to hire a Project Management Assistant to engage residents in an effort to reduce crime and violence in the Edison-Eastlake Choice Neighborhoods Community (EEC) as part of the Byrne Criminal Justice Innovation (BCJI) Program. The BCJI Program is a grant program through the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance. As a BCJI grant recipient, the Housing Department is coordinating a strategic approach to crime reduction in the EEC that leverages the knowledge and expertise of diverse partners, including local law enforcement, researchers, and residents, to analyze crime drivers and pursue strategies that reduce crime, spur revitalization, and build community-police collaboration. The selected candidate will be responsible for engaging the EEC and cross-sector partners, empowering residents during the BCJI planning and implementation process, conducting community engagement activities, and fulfilling day-to-day project operations. Work also involves raising awareness about community issues and facilitating a positive environment to work cooperatively with residents, the Police Department, and the Research Team. Work will be performed under the general supervision of a Project Manager in the Housing Department, Development Division.

This temporary position is funded by the Byrne Criminal Justice Innovation Program Grant through September 2025. The temporary position will have benefits but will not earn city retirement credits or participate financially into the city’s retirement program. If the successful candidate is a current City employee, all benefits will still be applicable, and the employee will still contribute to their pension. Temporary positions are not covered under civil service rules, and thus employment is considered “at-will” and employees may be separated at any time.

SALARY


$47,673.60 - $72,342.40 annually. Candidates may be hired up to $72,342.40 depending upon qualifications.

MINIMUM QUALIFICATIONS

  • Two years of experience in governmental research, urban development, finance, or public administration.
  • Bachelor's degree in public or business administration, urban planning, architecture, engineering, economics, social work, sociology, human services, criminal justice, public or business administration, or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

  • This position requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS


The minimum qualifications listed above, plus:

  • Community outreach experience.
  • Experience working with diverse stakeholders to cultivate collaborative partnerships among community residents, community coalitions, civic groups, and other community service agencies, and informal community leaders.
  • Proficiency in Word and Excel.
