ANTICIPATED VACANCY


Your Specific Responsibilities:

This is a professional position and is supervised by the Chief of Medical and Health Services and provides technical assistance to division staff regarding financial and administrative issues including budget and purchasing. Serves as the Bureau liaison with various units in the Division of Administration and assures that the administrative procedures and policies are followed by Bureau staff.


Prepares Bureau's monthly spending plan and reviews with supervisor prior to submitting to the budget office. Prepares cost and utilization forecast reports. Makes recommendations to management staff concerning budget allocation methodologies, action requests, budget deficit resolution, etc. Provides routine analysis to ensure that the divisions expenditures stay within budget. Monitors funding, budget, and release. Approves budget for contracts and contract invoices.


Reviews and analyzes policies, procedures, statutes, and any other directives which effects the budget and purchasing process. Evaluates potential impact and identifies potential problems. Recommends appropriate actions. Makes recommendations to supervisor concerning budget allocation methodologies and improved methods of purchasing services.


Acts as Purchasing Liaison for the Bureau. Responsible for creating, tracking, and reconciling Direct Orders in MFMP. Responsible for state Purchasing Card which includes accurately and timely approving charges in FLAIR and tracking all purchases.


Assists in the development of legislative budget requests.


Participates in the determination of potential financial impact during the analysis of legislative bills and statutory changes.


Assists in the review, examination, and preparation of initial analyses of requests for proposals and grant applications assuring compliance with federal and state laws and regulations.


Participates in various assigned workgroups, agency, and interagency groups, as needed.


Performs other related duties as needed.


Required Knowledge, Skills, and Abilities:

Knowledge of fiscal and budgetary principles.

Ability to establish and maintain effective working relationships with other staff and providers;

Ability to understand and apply applicable rules, regulations, policies and procedures;

Ability to communicate effectively verbally and in writing;

Utilize Microsoft Suites, word processing, spreadsheet and databases.

Teamwork skills necessary to work within the unit.

Valid Driver's License


Preference will be Given to Those who Meet the Following Minimum:

  • Bachelor’s degree in Finance, Accounting or related field from an accredited college or university; (relevant experience on a year-to-year basis can substitute for specific degree requirement); AND
  • Three (3) years' experience in budget or finance
  • Current Florida Certified Contract Manager (FCCM) or equivalent
