Job DescriptionUnder the direction of the Finance Director, the Grant Administrator will conduct planning and implementing grant programs, preparing budgets, researching funding opportunities, monitoring expenditures, identifying support agencies, tracking results, analyzing financial data, and coordinating County special projects related to grant opportunities. This position also requires independent judgment and discretion, excellent verbal and written communication skills and the ability to perform all duties with minimum supervision. Essential Job Functions and Responsibilities
~ Develops, writes and monitors grant proposals and compliance reports.
~ Works with Elected Officials and Department Heads to identify capital needs and available grants and write proposals
~ Must be able to obtain cost estimates, letters of support and justification documents for grant proposals and projects.
~ Coordinates, attends and participates in Board of County Commission meetings and other governmental meetings related to grant needs, funding applications, and special projects.
~ Coordinates, and supervises the auditing, monitoring and scheduling of grant reports for various departments. Maintain accounts of all grant funds. Serves as representative at financial funding meeting and hearings when the Finance Director or Assistant Finance Director are unable to attend.
~ Researches and investigates new or existing projects, services and programs for County and other projects as assigned by Finance Director and takes initiative to apply for grants that will benefit the County.
~ Performs and monitors grants as described in the grant proposal and agreement to verify and maintain compliance
~ Follows the State of New Mexico Purchasing and Procurement laws, County Purchasing Policy and grant agreements in making purchases, transferring and disposing of assets.
~ Attend County Commission meeting and keep record of such meetings as they pertain to grants.
~ Participates and assists with strategic management and the long-term vision for Torrance County.
~ Maintains required records and files of all Grant Programs and expenditure and special projects in accordance with grant agreements and County Policy.
~ Keeps the Finance department informed of all aspects of grants; payment requests, budget issues, supervisory matters, etc.
~ Ensures all payment reimbursement requests are reconciled and balanced to the Treasurer"s report and funds are deposited in the correct line items within twenty-four (24) hours of receipt.
~ Prepares quarterly reports for the County Commission, County Manager, and Finance Director showing applications, awards, etc. pertaining to grants.
~ Prepares letters, memos and studies as required for the proper administration of grants and reports to track grant funds.
~ Attends all Health Council meetings. Oversees/supervises/manages Wellness Council Program, and other like programs, making sure these programs are in compliance as well as funding reimbursements are submitted and balanced to County Records.
~ Interact proactively with grantees, grantors, County employees and officials at all levels of the organization to provide grant administration and guidance.
~ Researches and/or assists others to requests related to Inspection of Public Records.
~ Responsible for remaining informed on current federal, state, local and private grant issues, policies, and regulations.
~ Must be able to exercise independent judgments in the administration of all grant-related projects.
~ Provide periodic training for County staff related to grant application, submission, and reporting.
~ Prepare and assist audit reports, supporting documentation, provide audit field work, and requested documents for annual fiscal audit.
~ Contributes to a team effort and accomplishes related results as required.
~ Maintains a working knowledge of the County"s financial system.
~ Makes recommendations for continuous improvement consistent with laws, regulations, policies, and best practices.
~ Employee must perform all duties with minimal supervision. Employee may be required to work irregular hours, and attend job related meetings and/or conferences of which some may be located out of town. May be asked to perform other duties as needed or directed by Management.
~ Maintains confidentiality of all privileged information.
~ Perform any other related duties as assigned. Minimum Qualifications
~ Must have a valid New Mexico driver"s license.
~ Must have High School Diploma or GED.
~ One (1) year of progressively responsible experience in grant administration, business administration, or funding proposal experience. Functional Analysis
Physical Demands / Work Environment -
Work is performed outdoors and indoors at emergency incident sites, and fire station facilities.
Administrative work is performed primarily in a standard office environment, with additional work performed in vehicles, remote locations or facilities and outdoor settings.
Requires strenuous physical efforts, and ability to lift and move items weighing up to one hundred (100) pounds.
Regularly exposed to large or working machinery, environmental allergens, gases, fumes, hazardous chemicals, communicable diseases, potential physical harm, and extreme weather conditions.
Work regularly requires, speaking, hearing, and utilizing a two-way radio and cell phone when working in the field.
Essential and supplemental functions require maintaining physical condition necessary for sitting, walking, or standing for prolonged periods of time, stooping.
Work frequently involves extended periods of time viewing a computer monitor and operating a keyboard.
Must be able to work in uniform during weekdays, weekends, and holidays on any assigned shift.
Knowledge and Skills
Ability to perform daily duties with moderate supervision following established procedures, guidelines, and deadlines. Depending on experience, may make decisions in non-routine situations requiring judgement.

Ability to provide Advanced Life Support, stabilize victims, and provide transport to the appropriate hospital.
Ability to operate and perform maintenance of apparatus, equipment, and facilities.
Ability to maintain physical condition required for the performance of assigned duties and responsibilities.
Ability to establish and maintain effective working relationships with co-workers and outside agencies.
Ability to operate and maintain computer and communications equipment.
Ability to communicate clearly and concisely, both verbally and in writing.
Additional Information
Two (2) years of progressively responsible experience in grant administration, business administration, or funding proposal experience.
Two (2) years of supervisory experience across all years of job-related experience.
Local Government experience preferred.
