The City of Oxnard's Public Works Department is seeking an Urban Forestry Foreman with strong supervision skills to be part of the team. This individual must be comfortable providing highly skilled tree trimming and tree surgery in potentially hazardous locations. The ideal candidate will possess strong technical and customer service skills. This position will be responsible for performing and overseeing the day-to-day maintenance, care, planting, transplanting and removal of trees in the City’s urban forest.
WHAT YOU’LL DO:
- Lead, oversee and review the work of City staff and contractors responsible for maintenance and care of the City's urban forest
- Create work orders and manage projects using the City’s internal ESRI based project management software
- Provide excellent customer service to residents as well as internal staff
- Perform skilled arboricultural tasks on public properties using a variety of power and hand tools
- Evaluate assigned work projects; estimate time, materials and equipment necessary for successful completion of the project; acquire necessary resources as is appropriate Perform roping and rigging operations
- Plant and transplant trees; apply or supervise the application of pesticides; operate hydraulic lift bucket
- Coordinate the training of lower level personnel in the areas of work; ensure adherence to safe work methods, procedures and practices; identify training opportunities and needs
- Respond to questions and concerns from the general public regarding municipal trees and tree trimming practices; provide information as appropriate and resolve service concerns.
- Plan, schedule and coordinate work done to the City’s urban forest by both full time employees and contractors

SUPERVISION RECEIVED/SUPERVISION EXERCISED:
Incumbents serve as a lead worker, assigning work and monitoring work completion or may supervise paraprofessional and support staff. Receives general supervision from the Parks Maintenance Supervisor and City Arborist on routine items which are performed according to established standards and procedures and receives specific work instruction regarding non routine matters and deadlines.
DISTINGUISHING CHARACTERISTICS:
This classification is distinguished from the Maintenance Specialist in that it provides specialized, skilled maintenance and serves as a lead worker or first-level supervisor.
WORK SCHEDULE: Standard hours of operation are Monday-Thursday, 7:00am-4:30pm, and alternating Fridays, 7:00am-3:30pm. Incumbents may be required to work on weekends. In addition, this position may be required to be available to work additional hours as needed to respond to emergency issues and/or general workload needs.
(This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.)
Oversees and performs the most complex and specialized arboricultural tasks; oversees site safety and adherence with safety policies, procedures and applicable codes and regulations. May serve as a lead worker, assigning work and monitoring work completion or supervise staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures.
Plans, schedules and coordinates arboricultural activities for a department or project; performs inspections to determine maintenance requirements or to review quality of completed work. May be called for emergency requests.
Serves as a representative and liaison regarding the status, activities and completion of arboricultural activities; meets with contractors to discuss and review work; addresses issues and concerns of internal and external customers; recommends, communicates and implements issue resolutions.
Reviews, tracks and oversees the maintenance of supplies, materials and equipment inventory; monitors expenditures; recommends and initiates requests for inventory and/or equipment purchases; reviews and processes invoices, work orders and time cards; prepares and maintains records and reports.
Performs other duties of a similar nature and level as assigned.
The following are the minimum qualifications necessary for entry into the classification:
EDUCATION:
- High School Diploma or GED
EXPERIENCE:
- Five (5) years of tree trimming experience, preferably including one (1) year of experience in supervising tree trimming operations
LICENSING/CERTIFICATIONS:
Valid California Class C Driver’s License with a satisfactory driving record
Applicants must possess or be able to obtain the following certifications within the first 12 months of employment:
Certified Tree Trimmer
Qualified Applicator Certification
CPR/First Aid certification
OTHER REQUIREMENTS:
Must be able to speak and understand English to effectively communicate with fellow employees, customers, and vendors

Retirement Contributions:
New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security.
Vacation Time:
Full time employees accrue vacation time at a rate of 4.08 - 7.77 hours per pay period based on years of service.
Sick Time:
Full time employees accrue sick time at a rate of 3.70 hours per pay period.
Bilingual Pay:
A regular full time employee may receive bilingual pay at the rate of $50.00-$125.00 bi-weekly depending on the level the employee is required to provide bilingual services as determined by the City Manager or designee.
Educational Incentive:
For positions that do not require a Bachelor's Degree, the City offers an educational incentive award of 2.5% for employees that complete 30 work-related college semester units above the minimum education requirements for the position.
Health and Dental:
Employees can choose from a variety of medical plans provided by the City. The City's contribution to medical coverage is outlined below:
Level One – For employees hired before January 1, 2023, the City contributes $1,543.00 per month toward medical insurance premiums and an additional $74.21 per month toward dental insurance premiums. Employees will receive cash back if the medical plan they choose is less than the City’s monthly contribution of $1,543.00 per month. Employees who waive medical insurance will receive cash back in the amount $1,243.00 per month provided they provide proof of other qualifying coverage. Any unused dental premium monies are paid to the employee. If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two.
Level Two - For employees hired on or after January 1, 2023, the City will contribute $1,774.00 towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will continue to provide $74.21 per month towards dental insurance.
Life Insurance:
City employees receive Basic Life Coverage and have the option to purchase additional insurance.
Deferred Compensation:
The City contributes 1% to a deferred compensation program.
Tuition Reimbursement:
Full-time employees receive reimbursement of educational expenses including the costs of tuition, registration fees, laboratory fees, and books at a rate of 50% for work related coursework up to a maximum of $500 per fiscal year.
Holidays:
The City observes 12 holidays per year
