Overview:
AXIENT is seeking a mid-level Financial Analyst and Manager for a position supporting the office of the Under Secretary of Defense, Acquisition & Sustainment (OUSD(A&S)), Office of Operational Energy Innovation (OE-I). The position supports the OUSD(A&S) OE-I office in allocating funds, monitoring, managing, and reporting on 100+ OE-I projects across the domains of air, land, sea, cyber, space domains and supporting education activities. Work include the allocation of funds to Service project managers, completing all paperwork necessary for funds transfer, monitoring and tracking the use of these funds, their obligation and expenditure status, and providing follow-up reporting and funding analysis in reports to Office of the Secretary of Defense (OSD) leadership on project execution. Work may also include supporting the OSD OE-I project teams in project management across the warfighting domains and integrated multi-domain OE/OE-I portfolios and related projects. Such a project work may include projects such as development of multi-domain and Space Force operational energy strategy, doctrine, policies, and supporting air/space and multi-domain innovation technologies, technology roadmaps. These documents require drafting, coordination, including recommendations for implementation with classified annexes.Responsibilities:

Support to Service domain and multi-domain projects, technologies, roadmaps, capabilities, and oversight of Service projects will include:
- Developing an understanding of US and Department of Defense (DoD) Operational Energy (OE) innovation science and technology (S&T) strategies, policies, and projects, and the Military Interdepartmental Purchase Requests (MIPR)process used to fund OE/OE-I projects.
- Understanding of proposed Service future force structures and resulting operational energy needs.
- Collecting, organizing, summarizing, and reporting on funding documents to the OSD customer.
- Collecting and organizing information into a comprehensive strategy with implementation recommendations for use by the OSD OE Innovation office and to be made available to the Service and Combatant Commander operational energy offices.
- Supporting the OSD OE-I office and its various energy portfolios.
SUPPORTING TASKS WILL INCUDE
- Working with DOD OE and space energy innovation related projects.
- Working for Axient in support of DOD operational energy assigned portfolios/projects, to enhance effectiveness and efficiency within and across the domains of Space, Air, Land, Sea, and Cyber.
- Supporting Axient DOD assigned projects such as the Space Energy Strategy and Space Nuclear Power Study (SES-SNUP) and the Operational Energy Roadmap and Strategy (ROAST).
SPECIFIC EFFORTS INCLUDE BUT ARE NOT LIMITED TO:
- Supporting the Office of the Under Secretary of Defnese, Operation Energy Innovation (OE-I) in the areas of financial analysis, management, and execution of the Operational Energy Capability Improvement Fund (OECIF) and Operational Energy Prototyping Fund (OEPF).
- Developing a proficiency in DoD 7000 Financial Management Regulations and a proficiency in the generation, completion, and transfer of funding using DoD Form 7600 series.
- Supporting research on current and future operational energy technologies and innovations as directed by government program managers and/or project leaders with government organizations and industry.
- Providing financial support in the allocation, monitoring of obligations and expenditures, and Service project completions of the OSD OE-I OECIF/OEPF funds annually of approximately $240M in annual funding.
- Providing financial support for rapid disbursement using Military Interdepartmental Purchase Requests (MIPRs) across 100+ Service projects
- Establishing and implementing financial support and networking in an array of time-sensitive financial disbursements and monitoring of MIPRs and project implementations
- Provide support to portfolio managers in portfolio management and strategic communications, to include development of presentations and drafting of papers on domain OE-I projects for air, land, sea, cyber, space, and OE technologies
- Support and providing information and operational energy innovation summaries to ensure that OSD senior staff and Principal Directors are aware of DoD operational energy challenges, capability gaps, current and future concepts of operations
- Assisting and/or follow/support other administrative requirements necessary for the efficient management of assigned projects.
- Supporting response to short notice tasks, data calls, and other salient information for leadership and senior executives.
WORK LOCATION AND TRAVEL
- Primary work locations include the Pentagon and Mark Center.
- Remote work may be authorized by OSD OE-I or Service customer
- Work may include travel, estimated at 10% to 20% to various locations around the U.S.
PHYSICAL REQUIREMENTS
- Work requires travel to attend meetings and conferences.
- Travel includes site visits to remote locations with unimproved surfaces and the ability to navigate industrial surfaces, ascend and descend stairs, and navigate open gantries to observe advanced technologies.
- Travel may include overseas locations requiring a current passport.
- Light lifting to move displays and technology mock-ups will be required.
CLEARANCE REQUIREMENTS
- Work classification ranges from unclassified to top secret
- The candidate must be clearable to the TS/SCI level; a current active TS/SCI is preferred.
EXPERIENCE AND EDUCATION REQUIRMENTS
- Five (5) years of experience in financial accounting and services
- BS/BA required
- Master’s Degree (MS/MA) highly preferred
- Degree in accounting or finance is highly desired
