Responsibilities
Based on qualifications, selected candidate may be hired at either a Financial Analyst 2 or Financial Analyst 3 classification.
The Financial Analyst 2 is responsible for managing low- to moderate-complex grant and works in conjunction with Post-Award Analysts in analysis and reconciliation of contracts and grants account expenditures in accordance with budgeted projections. Researches issues, analyzes data, prepares reports, processes all types of invoices and payments associated with grant funding. Provides accurate monthly grant activities report to Research Manager and CAO. Develops budgetary projections for review and makes budgetary adjustments as needed.
The Financial Analyst 3 is responsible for the analysis and reconciliation of contracts and grants account expenditures (in excess of $5 million) in accordance with budgeted projection. Researches issues, analyzes data, prepares reports, makes recommendations and meets with Principal Investigators on a monthly basis. Provides accurate monthly financial reports to Principal Investigators, CAO, and Finance Manager. Develops budgetary projections for review and make budgetary adjustments as needed. Responsible for primary authorization and oversight of purchasing, invoice processing and expense reimbursements for contracts and grants per budgets. Requires a broad knowledge of University and UCDHS policies, procedures, practices and organization.
Required Qualifications

Financial Analyst 2:
  • Accounting, analytical, and mathematical skills to produce accurate data and recommendations with ability to relate financial status to operational needs
  • Knowledge of policies and procedures pertaining to financial administration and extramural activities
  • Strong knowledge of budget, financial and business practices, policies and procedures
  • Ability to understand, interpret and apply other University and institution business practices, policies and procedures
  • Knowledge of policies and procedures for extramural staff and academic personnel actions, purchasing, payroll, and accounts payable
  • Ability to use financial information systems such as KFS, DS and UC Path
  • Ability to keep accurate and complete records for all accounts
  • Excellent computer skills with the ability to create and format spreadsheets and data bases using relative cell references and pivot tables for presentation
  • Proven ability to maintain confidentiality in all business matters
  • Knowledge to recognize problems with cost recovery, cost sharing, invoices, accounts and payroll and initiate action to resolve them

Financial Analyst 3:
  • Bachelor’s degree in related area and/or equivalent experience/training
  • Extensive knowledge of accounting, financial, and grant policies and procedures
  • Experience managing multiple funds involving different accounting procedures including analysis, reconciliation, projection, fiscal closing and grant preparation
  • Demonstrated knowledge and experience using standard accounting principles and practices
  • Extensive knowledge of policies and procedures on purchasing, travel, entertainment, transfers of expenses, invoicing and collections
  • Expertise with policy and procedures relating to personnel and payroll, mandatory.
  • Demonstrated ability to use and understand computer software and web-based applications including Kuali, UC Path, Decision Support, Outlook, Effort Reporting System and other Windows-based programs
  • Demonstrated advanced knowledge and expertise in the use of Excel, especially pivot tables
  • Demonstrated knowledge in federal financial guidelines as stated in OMB Uniform Guidance for Federal awards
