A non-merit vacancy with benefits exists in the Department of Economic and Workforce Development.Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Job Purpose
Under general supervision, performs comprehensive professional accounting and financial management tasks for departmental accounts and grant/loan portfolios.
Essential Job Duties
Maintains accurate accounting records for multiple County and grant funding sources using Excel and Workday financial software.- Prepares detailed monthly, quarterly and annual reports for grant funding sources.
- Maintains a variety of accounts.
- Maintains loan portfolios for state, federal and county loan programs.
- Prepares monthly invoices and posts monthly payments in the County’s loan management system.
- Resolves bookkeeping errors and prepares necessary journal entries.
- Participates in the review and processing of loan documents and loan administration in conformance with County procedures.
- Provides assistance and direction to borrowers.
- Prepares and analyzes complex accounting reports and financial statements related to accounts.
- Provides accurate accounting records and supporting documentation to internal and external auditors.
- Reconciles accounts with audit outcomes.
- Maintains balance and expenditure activity status for County grants.
- Provides assistance and direction to fiscal staff and grantees.
- Conducts and participates in periodic audits of grant accounts.
- Leads grant closing procedures and other year-end operations.
- Participates in managing multiple loan portfolios including calculating interest and amortization schedules and reviewing documents.
- Participates in creating and reviewing budgets for federal and State grants.
- Participates in special accounting, financial, and procedural studies.
Performs other related duties as required.

Required Qualifications
Graduation from an accredited college or university with a bachelor’s degree in accounting, finance or business
Plus
four years’ professional experience in accounting or auditing.
OR
Graduation from an accredited college or university with an A.A. degree in accounting
Plus
six years’ experience in accounting or auditing and at least four years of which were at the professional level.
(Education in accounting beyond a bachelor’s degree may be substituted on a year-for-year basis up to a maximum of two years for the required experience.)
Knowledge, Skills and Abilities
Entry Level:Knowledge of commercial loan processing, accounting, cost accounting, and auditing theory, principles, practices, and procedures. Knowledge of government organizations and accounting systems and practices. Knowledge of grant accounting. Knowledge of automated accounting systems. Knowledge of loan receivable, preparation of loan amortization schedules and interest calculations.
Skill in analyzing accounts, ledgers, journals, business financial statements and other accounting records and statements.
Ability to learn and apply County accounting rules and procedures. Ability to interpret laws, codes, and standards. Ability to establish and maintain effective working relationships with others.
Full Performance:
Knowledge of County organization and budgeting system. Knowledge of County accounting systems and practices. Knowledge of County and departmental rules, regulations, policies, and procedures governing performance of duties. Knowledge of commercial loan processing, accounting, cost accounting, and auditing theory, principles, practices, and procedures. Knowledge of capital accounting.
Skill in maintaining complex accounting records. Skill in preparing statistical reports.
Skill in applying all laws, codes, and standards to accounting procedures.
Ability to develop accounting procedures related to lending and grant activities. Ability to conduct complex accounting, financial, procedural studies. Ability to assist in the preparation of Financial Statements for state loan programs. Ability to perform accounting activities required for federal and state loan and grant reporting.
EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

The work of this classification is essentially sedentary, but may involve occasional walking, other limited physical activity and occasional travel between work sites using personal vehicle.

Applicants selected for an appointment to a position in Baltimore County must successfully complete a physical examination and drug screen and an employment background investigation, including, but not limited to a criminal background, education, and fingerprint check.

In order to qualify for life insurance benefits, part-time employees must be scheduled for four (4) full work days plus two (2) hours each week.
Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.
Retirement
Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.
Paid Leave
Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.
Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.
Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
