Overview

The Facilities & Infrastructure Operations Division Director reports to the Operational Systems (OSD) Associate Laboratory Director and plays a critical role to assure PNNL’s and OSD’s success against a broad range of strategic planning and tactical performance requirements. The Facilities & Infrastructure Operations Division Director is responsible for all aspects of the successful management, maintenance, and operations of PNNL’s facilities, grounds, and infrastructure. PNNL’s facilities include a wide variety of contracted and Department of Energy (DOE)-owned administrative, support, and laboratory facilities both located in Richland, WA, Sequim, WA, and other locations comprising more than 2.4 million square feet of space. Laboratory facilities include radiological, chemical, biological, engineering, and marine coastal research capabilities. Support and administrative facilities are comprised of offices and operational support capabilities such as fabrication, maintenance, and warehouse operations.


Responsibilities

The Division Director is responsible for leading more than 325 staff and provides oversight of PNNL’s contracted facility owners in alignment with OSD and PNNL-wide strategies to meet current and future mission needs of DOE and other sponsors. Staff members include facility managers, engineers, and technical staff, and PNNL’s skilled bargaining unit craft. Key responsibilities include:
  • Maintaining PNNL’s facilities and infrastructure with the highest level of operational reliability and aligned with the operational needs of PNNL’s S&T mission, vision and strategy. This includes responding to events and conditions that may affect facility operability.
  • Understanding the condition and operability of PNNL’s facilities and associated systems to support the development and execution of routine and major facility maintenance investment plans.
  • Execution of work planning and control to maintain the highest standards for staff safety and in a manner consistent with applicable regulations, codes, and standards. Model, create, and reinforce a culture of excellence, including safety, security, and operational discipline.
  • Developing and maintaining productive working relationships with peer Division Directors associated with leadership of PNNL’s campus strategy and development; environmental, health, safety & security (EHS&S); and research and development. This includes providing influence and assurance that PNNL’s campus strategies and EHS&S programs are aligned with operational needs.
  • Conducting operations in alignment with Hanford Atomic Metal Trades contract and maintain productive working relationships with bargaining unit staff and leadership.
  • Leadership of PNNL’s sustainability program including establishing strategies and actions needed to achieve goals associated with PNNL’s Site Sustainability Plan and reducing PNNL’s carbon footprint.
  • Management of approximate $100M facility site service center budget.
  • Maintaining engineering configuration management of facility components and systems.
  • Management direction and oversight and development of key metrics and performance indicators related to operations, cost, project, and staff performance.
  • Enhance cooperation and collaboration in mutually beneficial ways across PNNL, other Department of Energy (DOE) laboratories, and Battelle.
  • Apply leadership capability across a large and diverse organization. Provide management direction and oversight for staff, which includes diverse technical resources, and business and operational components of facilities and operations.
  • Implement practices to recruit, develop, assess performance, and retain talented staff to support current and future mission needs.
  • Responsible for smooth and efficient operations, programs, project execution, and capability development with a day-to-day focus on operational excellence and a long-term focus on aligning organizational capabilities with future PNNL strategy.
  • Demonstrated ability to create and implement an organizational vision and strategy.
  • Demonstrated management skills including meeting financial and operational expectations.

Qualifications

Minimum Qualifications:
  • BS/BA and 15 years work experience -OR-
  • MS/MA or higher and 13 years of experience
Preferred Qualifications:
  • The qualified candidate is a recognized leader with vision, a commitment to excellence in facilities and operations services, proven management skills, and the interpersonal skills to work effectively with all PNNL constituencies.
  • Experience in Nuclear Facility Operations and programs
  • Over 15 years of experience in leadership of facilities and infrastructure operations, engineering, and maintenance.
  • Recognized and proven track record with DOE for leadership in the areas of operations, engineering, maintenance, and project management.
  • Management of technically and organizationally complex businesses and projects in a key leadership capacity.
  • Proven track record of exceptional performance in Federal Management and Operational contractual commitments.
  • A record of effective management and service leadership in a laboratory or DOE operational setting.
  • Strong interpersonal skills to communicate within and outside PNNL and relate effectively to diverse stakeholders.
  • A proven ability to establish improved ways for interfacing with stakeholders and integrating strategies for dealing with the changing needs of research customers and provide creative service models to enable research objectives.
  • Demonstrated commitment to diversity, staff, and leadership development.

Additional Information

This position requires the ability to obtain and maintain a federal security clearance.

  • Background Investigation: Applicants selected will be subject to a federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.

  • Drug Testing: All Security Clearance (L or Q) positions will be considered by the Department of Energy to be Testing Designated Positions which means that they are subject to applicant, random, and for cause drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).


Testing Designated Position

This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.
