The New York City Department of Sanitation (DSNY) keeps New York City healthy, safe, and clean by collecting, recycling, and disposing of waste, cleaning City streets and vacant lots, and clearing snow and ice. DSNY is the nation's largest municipal sanitation agency, with nearly 10,000 employees, 59 district garages, and a fleet of more than 5,000 trucks, cars, and other types of equipment. The Department clears litter, snow, and ice from approximately 6,500 miles of City streets and removes debris from vacant lots as well as abandoned vehicles from City streets. Reporting to the Deputy Commissioner of Management and Budget, the Executive Director of Budget Management and Planning will oversee operations for the Bureau of Planning and Budget and Bureau of Capital Budget.

The responsibilities will include but are not limited to:

  • Oversee all financial matters relating to the Departments Expense and Capital budgets.

  • Maintains projected payroll expenses; oversees budget expenses for the agency’s day-to-day functions.

  • Serves as a liaison to internal and external stakeholders with regards to Expense and Capital Budget matters.

  • Oversees the Department’s Capital projects, funding, schedules and allocations in FMS.

  • Prepares and submits funding modifications, capital project requests, funding certifications, fixed assets, requisitions, purchase orders and other documents required for Capital projects submission to OMB, MOCS, Financial Control Board and the ACCO.

  • Works with Mayor’s Office of Management Budget to explain and receive budget approvals for various programs expenses.

  • Issues standardized operating policies and procedures; ensures compliance with citywide rules and oversight agency regulations and guidelines.

  • Oversees the budgetary needs and expenses of all new as well as ongoing projects and initiatives for bureaus, handles budget allocation and prepare budget proposals, projected timeline and works with OMB to receive approval.

  • Manages the preparation, review and submissions of Capital Commitment Plans while working closely with both internal and external stakeholders and liaise with other City agencies and privately contracted companies that work directly with DSNY on various projects.

Minimum Qual Requirements

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

  • Familiarity with NYC budgeting (expense, capital, and revenue) process, FMS, CHRMS, and experience in dealing with OMB.
  • Outstanding communication and writing skills.
  • Demonstrated leadership and managerial skills, including managing teams and working with peers across the organization.
  • Outstanding attention to detail and the ability to juggle various priorities and deliver under strict deadlines.
  • Demonstrated experience analyzing data to inform policy development.

Applicants must be serving as a permanent Administrative Staff Analyst title OR must have taken, passed and be reachable on Exam #9058 in order to apply.
