Executive Director

SUMMARY OF RESPONSIBILITIES:

The Mahoning County Children Services Board in Youngstown, Ohio is seeking an Executive Director to provide leadership, direction and to ensure that the operations of the Mahoning County Children Services (MCCS) agency are consistent with the agency mission, vision, and strategic plan. The Executive Director will ensure that agency services are client focused, cost effective and timely provided to the children and families within Mahoning County.

This position is responsible for approximately 115 employees in a unionized work environment with a budget of $18.5 million. The operations of the Agency include but are not limited to the following divisions: Social and Support Services, Administrative & Fiscal Services, Diversity, Equity and Inclusion, Human Resources, Administrative Support, Public Information and Legal Services.

The Executive Director must partner with the MCCS Board of Directors to provide strong leadership to all agency staff while they lead the community in the protection of children at risk of abuse and neglect within Mahoning County. The Executive Director assures agency compliance with statutory requirements, administrative policy, financial management of agency budgets, state, and federal laws and is committed to a culturally competent work environment. The Executive Director will model cultural competence by working respectfully and effectively with the leadership within our community of all cultures and differences.

QUALIFICATIONS:

• A Master’s or Doctorate degree in Business, Public Administration, Social Service-related field, or Juris Doctor required
• Five years of experience in a public child welfare or similar behavioral health agency required
• Five years of actual management experience in a public child welfare or similar behavioral health agency preferred
• LISW-S, LISW, LSW, other professional counselor certification, or Law licensure preferred
• Valid and insurable Ohio driver’s license, state minimum automobile insurance, and reliable motor vehicle available at all times required
• Demonstrated ability to plan and implement large-scale programs in the public sector.
• Demonstrated ability to build strong community collaboration, engaged and representative of the agency with key stakeholders in the county.
• Knowledge of public children services agency funding; most specifically levy funding.
• Knowledge of budgeting, information systems, policy development, and strategic and long-range planning experience, knowledge of social work methodology and indicators of abuse, neglect and family dysfunction and child welfare laws. Knowledge of labor/management relations.
