Job Duties

  • Monitors the health of the STARS and Virginia State Police (VSP) network infrastructure and environmental conditions using various network management platforms such as Motorola UEM, Microwave Networks TelScan and Fujitsu NetSmart.
  • Monitors/operates the Telecommunications Terminals and provides instructional information.
  • Acts as Single-Point-of-Contact for STARS and VSP users to report troubles, and ensures trouble resolution by taking ownership on all issues reported. Creates trouble tickets in the Sunflower/AIMS system and directs them to the appropriate repair personnel. Tracks reported Users of VCIN, OPENFOX, AFIS, LIVESCAN, MS OFFICE, MS POWERPOINT, GLINK, or any other program currently used by the Department or refers to proper support level. Tracks reported troubles to the final resolution.
  • Authenticates users and resets network and VCIN (Open Fox) passwords upon request.
  • Resets MDT and iPhone passwords.
  • Configures radio equipment in Provisioning Manager and KMF. Maintains databases with user configurations, authorizations, and inventories.
  • Operates land mobile radio console used to communicate with repair technicians, and to test new radio hardware for proper operation prior to releasing to users. Assists with network operations during failures or emergency situations.
  • Performs other duties as assigned by management based on changing priorities to include maintaining knowledge of current technology, system activities, and system/equipment updates.
  • May be required to perform other duties as assigned.
  • May be required to assist the Department or state government generally in the event of an emergency declaration by the Governor.


Minimum Qualifications

  • Must be willing to work rotating shifts, holidays and weekends.
  • Must be able to work in 24/7 operation with scheduling flexibility as required.
  • Working knowledge of networking and telecommunications equipment, processes, and systems; and of Microsoft Office applications to include Word, Access, Excel, and basic computer operations.
  • Skill in operating computers and standard office equipment.
  • Demonstrated ability to use network management platforms.
  • Demonstrated ability to monitor multiple automated systems.
  • Demonstrated ability to investigate system alarms, assess environmental conditions, and determine the correct response or course of action necessary.
  • Demonstrated ability to monitor and maintain operational policies and procedures to ensure IT security.
  • Demonstrated ability to diagnose and resolve equipment and software problems, or notify the appropriate repair personnel within established time requirements.
  • Demonstrated ability to provide technical assistance and support for incoming calls, using proper telephone manners and etiquette.
  • Demonstrated ability to perform structured telephone interviews to determine computer related problems.
  • Demonstrated ability to interpret computer problems and provide instructional information.
  • Demonstrated ability to visualize a problem or situation and think abstractly to solve.
  • Demonstrated ability to communicate effectively and professionally in English using good direction and voice volume to listen and obtain correct information, and relay important information; and to work independently and as a member of a team.
  • Graduation from high School or equivalent.
  • VCIN certification is required to perform the duties of this position and must be obtained within three months of hire.

Preferred Qualifications:

  • Associates Degree and/or relevant certification in computer/telecommunication technology or related area, e.g., Microsoft Certified Desktop Support Technician is preferred. Knowledge of Virginia Criminal Information Network (VCIN) and National Crime Information Center (NCIC) preferred.
  • Advanced knowledge or experience in MS Office applications as well as computer operations and problem resolution is preferred.
  • Prior experience in public safety communications is preferred.
