Plains is looking to fill the position of Regulatory Compliance Specialist. Reporting to the Supervisor, Regulatory Compliance, the successful candidate will possess a thorough understanding of the regulatory framework throughout various jurisdictions and possess a background in the oil and gas industry. This role includes assuring environmental and regulatory compliance with applicable legislation, investigating and reporting on releases, executing internal and external audits, and overseeing the work of contractors.
This is a hybrid position, combining work at the Houston office with working from home.

Responsibilities:
  • Establish and maintain effective working relationships with managers, supervisors, and employees.
  • Research, interpret, develop, communicate, and apply new, proposed, or changed regulations as required.
  • Develop and facilitate training and communications.
  • Maintain the Operations and Maintenance (O&M) Manual required under 49 CFR Part 195, as well as participate in associated State/Federal audits.
  • Schedule and facilitate release meetings.
  • Execute PHMSA 7000.1, 7000.2, and 5800.1 reporting, as well participate in associated State/Federal audits and investigations.
  • Execute government reporting as directed and prescribed.
  • Participate in and facilitate State/Federal audits.
  • Assist with the development, creation, and tracking of internal and external metrics.
  • Gather, check, analyze, and report on various internal and external regulatory compliance metrics.
  • Assist with the development, execution, and sustainment of a variety of regulatory compliance programs.
Qualifications:
  • Bachelor’s Degree in business, engineering, science, or related discipline or 5+ years of relevant experience
  • 5-8 years’ experience in a regulatory capacity.
  • Excellent computer skills, including Microsoft Office applications (Word, Excel, Outlook, PowerPoint, Teams) and industry applications; proficiency in Excel (especially pivot tables) is required.
  • Organized, analytical, and detail-oriented, with the ability to communicate and work with internal and external stakeholders.
  • A self-starter who is motivated and has the proven ability to improve and streamline processes without losing focus on compliance requirements.
  • Experience working with regulatory agencies and ability to provide required environmental support to other company departments.
  • Experience with PHMSA DOT pipeline compliance.
  • Basic understanding of midstream petroleum transportation and storage.
  • Maximo and Cognos experience considered an asset.
  • Willingness to travel to field locations.
  • Cleared criminal history (background) check and satisfactory reference checks.
  • Compliance with the company’s Drug & Alcohol Policy.
  • Valid Driver’s License with a clean motor vehicle record (MVR).
