Education and/or Equivalent Experience:
- Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to Environmental Science, Life Science, Biology, Chemistry, Engineering, Landscape Architecture, Public Administration, Business Administration, Planning, plus six (6) years of experience in a related field.
- Master’s degree may substitute for experience up to two (2) years.
- Related experience may substitute for education up to four (4) years

The purpose of the Environmental Program Coordinator (Homeless Response) position will lead the Austin Parks and Recreation Department’s (PARD) Homeless Response Program.
The purpose of the Environmental Program Coordinator (Homeless Response) position will lead the Austin Parks and Recreation Department’s (PARD) Homeless Response Program.
- The position will work with City departments, non-profit partners, and other agencies to reduce the impacts of homeless encampments on parkland and to connect individuals experiencing homelessness to services. Major coursework and/or degree in Life Sciences: Public Health, Social Services, Psychology, or related field is preferred.
- This will involve organizing and leading work crews on parkland, overseeing contractors as well as temporary or permanent employees, developing budgets, and overseeing purchasing and procurement.
- This position will also have the opportunity to participate in and support the implementation of ecological restoration projects or programs.
- PARD strives to ensure that parkland is clean, safe, and accessible for all park users in a way that maintains human dignity and respect.

- Physical Requirements: Tasks may involve bending, lifting, walking, carrying or using a force equal to lifting up to lifting up to thirty-five (35) pounds. Work environment includes inside, and outside environmental conditions, extreme temperatures, and hazards associated with equipment operation including fumes, oils, gases and mists. Must be physically and mentally able to communicate, respond and work with participant’s needs and safety issues.

Pay Range
$31.65 – $39.56 per hour

Preferred Qualifications
Preferred Education:
- Prefer major coursework and/or degree in Life Sciences field: Public Health, Social Services, Psychology or related field.
Preferred Experience:
- Experience working with people experiencing homelessness.
- Experience communicating with executives, elected officials, governing bodies and the public about sensitive issues including people experiencing homelessness.
- Experience leading and overseeing work crews in complex operations involving incident command systems or other multi-partner organizational structures.
- Experience coordinating programs with multidisciplinary stakeholders, including formulating strategies, policies and procedures as well as developing formal partner agreements.
- Experience with purchasing and procurement, including development of program budgets and service contracts.
- Experience working with diverse populations, groups, and staff.
- Experience with data processing, analysis, and creating effective reports.
- Experience with geographic information systems (GIS) or other similar or related systems.

Duties, Functions and Responsibilities

- Serve as coordinator or liaison for interdepartmental and interagency issues and projects.
- Communicate project and program information to internal and external customers.
- Assist in management or resolution of interdepartmental and interagency conflicts.
- Facilitate closure of litigated cases.
- Negotiate permit and/or plan revisions with project engineers and contractors.
- Develop/establish service agreements with other programs, departments and agencies.
- Develop and manage contracts.
- Manage and review environmental remediation plans.
- Provide technical advice and assistance to City management, staff, contractors, and businesses.
- Evaluate projects, programs and criteria.
- Assist in the development and adoption of new City Code regulations, policies and procedures.
- Assist in development of new/revised interdepartmental or interagency protocol or procedures.
- Review, evaluate and recommend revisions to City Code, rules, policies and legislative bills.
- Review, evaluate and recommend revisions to technical reports, studies and contract documents.
- Review site plans, environmental site assessments and stormwater/effluent discharge proposals.
- Evaluate existing conditions, collect samples, interpret sampling data, and develop corrective action plans.
- Educate and conduct presentations to public.
- Assist in the development of short and long range plans.
- Prepare written reports, memoranda, letters, RFP/RFQ/IFBs and Standard Operation Procedures.
- Assist in the development and monitoring of budgets.
- Attend City Council, Board, Commission Meetings, etc. as a City/Department staff representative.
- Respond to requests from the media.
