MassDEP seeks applicants for the position of Field & Laboratory Operations Coordinator (Environmental Analyst IV) in the Watershed Planning Program (WPP), Division of Watershed Management, Bureau of Water Resources. WPP is a statewide program with five Sections that each have a different technical focus under the federal Clean Water Act (CWA), such as the Water Quality Monitoring Section that administers a statewide surface water monitoring program in accordance with a strategic monitoring plan (i.e., Monitoring Strategy) designed to support multiple water resource management objectives. These include, but are not limited to, water quality and biological criteria development, water quality assessment, and restoration efforts to improve surface water quality, such as derivation of total maximum daily loads (TMDLs). The Water Quality Monitoring Section designs and performs surface water monitoring activities while adhering to stringent quality assurance protocols to produce credible scientific data for water quality management decision-making. Monitoring staff also manage contractor-supported projects by developing scopes of work and budgets, soliciting and reviewing proposals, and providing technical and administrative oversight throughout the projects.


Under the supervision of the Water Quality Monitoring Section Chief, the Field & Laboratory Operations Coordinator will oversee all in-house field preparation and laboratory activities for WPP and manage internal and contractor-assisted monitoring projects. The position will be based in Worcester at the Watershed Planning Program’s office: 8 New Bond Street.


Duties for this position include, but are not limited to, the following:


  • Oversight, operation, and maintenance of WPP field/laboratory operations.
  • Training of WPP field and laboratory staff in appropriate protocols.
  • Managing and overseeing data collection projects by outside contractors, including the planning, oversight, and coordination for the ongoing marine buoy monitoring project.
  • Preparation, calibration, and maintenance of field water quality sensors and meters (e.g., multiprobe sondes, data loggers, single probe instruments).
  • Preparation, maintenance, and inventory of other equipment and supplies for use in the field and laboratory (e.g., calibration standards, field tablets, fluorometer, turbidimeter, spectrophotometer, microscopes, reagent water system, flow meters).
  • Processing, storage, and shipment of samples for analysis.
  • Supervision of staff in the performance of fieldwork and laboratory analyses for selected water quality parameters using standardized methods and serve as back-up for these analyses, as needed.
  • Downloading and processing data collected in the field from tablets and data loggers.
  • Managing WPP’s safety program as Safety Officer, including maintaining safety records; providing safety training, incident reporting and development of safety guidance.
  • Securing required permits for storage of flammable or hazardous materials, and tracking the generation, handling, and proper disposal of hazardous materials (e.g., waste acetone and alcohol).
  • Developing methodologies and procedures for the accumulation of scientific data, including new materials and updates to existing Standard Operating Procedures (SOPs), Sampling & Analysis Plans (SAPs) and Quality Assurance Project Plans (QAPPs), as needed.
  • Coordinating with quality assurance and data management staff on data quality issues, quality control results, and data management requirements.
  • Assistance with the preparation and writing of technical reports.
  • Participation in field surveys, as needed.
  • Planning and conducting special projects as needed to improve and expand WPP’s monitoring capabilities (in-house and contractor-based).
  • Tracking and coordinating renewals for WPP Master Service Agreements.
  • Overseeing WPP’s annual procurement of supplies, materials, and services (including vehicle management) to support field and laboratory operations.

Preferred Qualifications at Hire:


  • Experience managing field and/or laboratory operations related to water resource monitoring and assessment.
  • Ability to supervise, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of the subordinates and available resources.
  • Ability to work independently, efficiently, and in an organized manner with very strong attention to detail.
  • Ability to work on and manage multiple projects concurrently and meet tight deadlines.
  • Strong problem-solving abilities.
  • Familiarity with the principles of laboratory safety
  • Working knowledge of the use of standard laboratory instrumentation
  • Working knowledge of the maintenance and calibration of field water quality sensors, sondes, and data loggers.
  • Familiarity with downloading and processing data collected in the field.
  • Experience working with Microsoft Office Suite software, data systems, and web-based applications to meet staff needs.
  • Ability to interpret complex chemical, physical, and biological datasets and statistical methods of analysis.
  • Strong and effective writing, editing, and oral communication skills.
  • Experience in team building, team management, and project management.
  • Demonstrated background in and commitment to quality assurance/quality control principles, including a working knowledge of scientific quality assurance/quality control protocols and ability to generate SOPs, QMPs and QAPPs.
  • Strong working knowledge of watershed science.
  • Ability to set timelines and identify tasks to deliver desired outcomes.
  • Strong organizational skills, both with data/information and time.
Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least three years must have been in a professional capacity, and of which (C) at least one year must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions.

Substitutions:
I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.*
II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.*
III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.
