Position Summary:
Responsible for providing project-based services and support to the GP&L-Energy Services organization, serving in a support role to the Business Operations and Energy Supply teams. Under the direction of the Business Operations Manager, coordinates the development, drafting, review, administration, and monitoring of complex multifunctional energy industry contracts and professional services agreements as well as procurement and budget activities for the department. Also provides responsible staff assistance for coordination of project management information to other divisions, departments, outside agencies, and vendors.

Essential Job Functions:
Regulatory and reliability agencies that are considered referenced include: Federal Energy Regulatory Commission (FERC), Public Utility Commission of Texas (PUCT), North American Electric Reliability Corporation (NERC), Texas Reliability Entity (TRE), Electric Reliability Council of Texas (ERCOT), etc.

  • Coordinate the process and development of a portfolio of contracts, agreements, and subscriptions in accordance with applicable law through collaboration with GP&L staff, City staff, Legal counsel, consultants, counterparties, vendors, and other project stakeholders.
  • Analyze, assess, and coordinate project needs related, but not limited to scheduling, programming requirements, and other related coordination needs.
  • Perform reviews of submittals by counterparties and vendors related to energy contracts, agreements and subscriptions.
  • Coordinate meetings, contract and agreement evaluations and recommendations for consideration.
  • Coordinate and perform regular, budget review, tracking, and analysis. Review contract terms, conditions, and deadlines, prepare reports regarding same.
  • Act as liaison to internal/external clients, legal counsel, and other city departments and management to discuss impact on GP&L and the City.
  • Research, analyze, and prepare contracts and agreements for GP&L-Energy Services development.
  • Analyze project coordination procedures to devise the most efficient methods of accomplishing work. Provide assistance in designing new processes, program/project procedures, communications, execution, periodic reports and related deliverables.
  • Conduct research and analysis on assigned contracts, issues, policies, strategic plans, etc. Prepare and deliver study results including final recommendations for response or implementation.
  • Compile and analyze data and contracts using a variety of software tools. Interpret and communicate results of data analysis to a wide range of audiences.
  • Maintain internal project tracking systems and other reporting as required.
  • Participate in departmental and cross-functional project teams, including production of continuous process improvement project deliverables, process flowcharts, timelines and resource requirements.
  • Assist with communication and execution of approved implementations and monitor through deployment.
  • Assist in multiple projects simultaneously, ranging in subject matter from process and change management initiatives to information technology or analyses as assigned
  • May serve as project lead on small, inter-departmental projects.
Minimum Education & Work Experience : Associate’s degree 3-5 years of experience in project management Or an equivalent combination of education and experience, sufficient to successfully perform the essential functions of the job. Preferred Knowledge - Abilities & Skills:
Education/ Experience:
  • Bachelor’s degree in Business, Finance, Engineering, or a related field of study in energy, contracts/agreements.

  • 3-5 years of experience in project management for complex projects.

Knowledge, Skills & Abilities:
  • Basic knowledge of project coordination concepts
  • Skill with information technology
  • Skill in research, analysis, and data measurement techniques and tools
  • Ability to learn new subject matter quickly covering a wide range of disciplines
  • Comprehensive knowledge of the principles, theories and practices of contracts and agreements as they relate to the energy industry
  • Comprehensive knowledge of utilizing legal counsel for contractual reviews
  • Comprehensive knowledge of budgeting and procurement activities
  • Utilize software such as Adobe Acrobat and Microsoft Office including Word, Excel, PowerPoint, and Outlook
  • Ability to communicate clearly and effectively, both verbally and in writing
  • Ability to read, write and understand contracts and agreements
  • Ability to work and communicate effectively with internal and external clients, and staff members
  • Ability to oversee and coordinate multiple projects simultaneously
Licenses & Certifications: Valid Class C Texas driver's license Physical Tasks & Working Conditions: The incumbent works in a typical office environment; relatively free from unpleasant environmental conditions or hazards; occasional trips to customers, suppliers, business and professional meetings, outdoor auctions and pre-bids as required.
