Description of Job

The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.


About the department:

Division of Early Childhood Workforce: This unit has 33 staff dedicated to providing infrastructure and leadership for recruiting, retaining, and growing the early care and education workforce. The unit is responsible for supporting both ongoing and temporary initiatives to support the continuous growth and development of the early childhood workforce including the Professional Development Information System (PDIS), Early Childhood Professional Credential (ECPC), Regional Coaching Network, Recruitment and Retention Initiatives, Training and Instructional Design, and the Expanding Quality in Infant Toddler Care (EQ) Initiative. The division develops, delivers, and empowers relationship-based learning opportunities directly and through multiple partners across the state. The Early Childhood Workforce Development unit is a newly formed unit designed to focus on aspects of the work that contributes to the development and professionalism of the workforce. The work includes coordination with Licensing, Workforce Quality Supports, Training and Instructional Design, and Program Quality units, reinforcing the competency and standards-based approaches to ensuring children and families experience a safe and supportive system of care and education.


What you’ll be doing:

This is a new position, assuming coordination, decision-making, and training duties. The Early Childhood Professional Credential Specialist is housed within the Division of Early Childhood Workforce. The new position will report directly to the Early Childhood Professional Credential Manager and assume coordination and training of the ECPC External Training and Credential Review process.


Additional duties include but are not limited to:
  • Coordination and Training of Contracted Employees
  • This position is responsible for the coordination and training support of the Early Childhood Professional Credential (ECPC) vendor staff.
  • This position is responsible for coordinating and training the implementation of an ECPC review using a standard operating procedure.
  • This position is responsible for coordinating and training standard communication regarding ECPC reviewer/applicant communication.
  • This position is responsible for coordinating the ECPC review priority queue.
  • This position will ensure that service level agreements with the external vendor are met regarding accuracy and timeliness.
  • This position will be responsible for conducting regularly scheduled internal quality review audits of random external contract ECPC reviews and report to the Early Childhood Professional Credential Manager (ECPC Manager) and the contracting entity.
  • This position will be responsible for conducting regularly scheduled internal quality review of random external contract ET reviews and report to the ECPC Manager and the contracting entity.
  • This position will ensure that communication and issue resolution between external reviewers and Helpdesk takes place within the agreed upon timeframe.
  • Quality Assurance
  • Examine work processes, progress, and flow to create opportunities to improve operational effectiveness, product quality, and efficiency in service delivery.
  • Provides ECPC and/or ET training when necessary.
  • This position will communicate ECPC and ET standard operating procedure outliers to the ECPC Manager for investigation and possible standard operating procedure changes or appendices.
  • This position will participate in status meetings with the contracted entity as both an active listener for system improvement and investigator for resolving downtime issues.
  • This position will work with the Document Manager to ensure that processes are internally reviewed and updated at the agreed upon cadence.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Education and Experience Requirements:

Graduation from an accredited college or university with a bachelor's degree in a Business Administration or field of study related to Training, Learning and Development, Organizational Development, or a Human Service related field.

AND

Two years of professional experience related to Training, Learning, and Development, or Organizational Development.

Substitutions:

  • Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.
  • Additional appropriate education will substitute for the required experience on a year-for-year basis.

Comparative Analysis Process
