Directs the implementation of all Weatherization Program Activities. Ensures compliance with all Federal and State regulations for programs administered by the Weatherization Division. Services as a liaison with appropriate Federal, State, and city agencies to meet the goals and objectives of the programs administered. Exercises direct and indirect supervision over all staff of the Weatherization Division and works under the general supervision of the Community Resources Director. This is a highly responsible and visible management level position. This position is distinguished by the assignment of authority and accountability for the entire Weatherization Division.

  • This position is located at 907 Salida Way, Aurora, CO 80011.
  • Now offering up to a $10,000 sign on bonus for the qualified candidate. (*All signing bonuses will be paid in 3 installments over the first year of employment with the County: 1/3 on first paycheck, 1/3 at the completion of 6 months and 1/3 at the completion of 12 months. If the employee does not finish the year, they must forfeit the remaining payments.)

Duties

  • Provides leadership through formal and informal actions to ensure the implementation of the Weatherization program objectives by assigned staff.
  • Advocates Division business and policies with the Director of Community Resources in study sessions and meetings with the Board of County Commissioners.
  • Oversees the development of grant applications, negotiates with grant funding sources, management of procurement documents and fund disbursements, monitors compliance, and prepares required grant reporting.
  • Responsible for Federal and State regulation compliance in all phases of program administration including: state policies and national objectives, eligible activities, record keeping, labor relations, code compliance, and fiscal accounting.
  • Responsible for all divisional personnel issues including recruitment, hiring, discipline, conflict resolution, work assignment, scheduling, and performance evaluations.
  • Oversees an annual, multi-million-dollar, operating budget for the Weatherization Division. Tracks and authorizes departmental expenditures.
  • Identifies and recommends program projects for implementation.
  • Coordinates program services within the Division, the Community Resources Department, and the County Government in general in such a way so as to maximize both the utility and the benefit of all programs administered.
  • Provides the Finance Department with program information necessary to satisfy County audit requirements and coordinates state and federal monitoring.
  • Responsible for determining staff workload responsibilities and resource allocations. Develops and monitors staff responsibilities, duties, and resources allocated. Acquires necessary resources for staff to perform functions.
  • Evaluates Federal/State/County laws, policies, and regulations and provides recommendations concerning the same.
  • Performs other duties as assigned

Skills, Abilities and Competencies:

  • Knowledge and experience in the grant application process.
  • Knowledge in managing grant, State, and Federal funding allocations.
  • Knowledge of the principles and practices of the Weatherization Assistance Program and the accounting requirements associated.
  • Ability to provide leadership for staff and interagency personnel toward the successful completion of Division objectives.
  • Ability to coordinate, supervise, and direct the work of subordinate personnel.
  • Communicate clearly, logically, and concisely, both orally and in writing
  • Work effectively in time-sensitive situations to meet deadlines; coordinate multiple projects and complex tasks concurrently
  • Knowledge in the areas of accounting, computers, construction documentation, contract negotiations, and contract monitoring.

Requirements

Education and Experience:

  • Associates degree in public administration, construction, or related field
  • At least 4 years of progressively responsible administrative experience in a community development program including experience in grant management and energy efficiency
  • Any equivalent combination of education and work experience that satisfy the requirements of the job will be considered.

Preferred Education and Experience:

  • Experience in a leadership role over energy efficiency and/or weatherization programming.

Supplemental Information

Pre-Employment Additional Requirements:

  • Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR) and background check. (other options: Physical capabilities examination, drug screen, polygraph)
  • Possession of a valid Class “R” Colorado Driver’s License or the ability to obtain one within two weeks of appointment.

WORK ENVIRONMENT:

  • Work is generally confined to a standard office environment with occasional observational trips into the field.

  • Constant use of eye, hand and finger coordination enabling the use of automated office machinery or equipment.
  • Physical capacity to safely operate an automobile.
  • Visual capacity enabling constant use of computer or other work-related equipment.
