Position Description
Directs, plans, coordinates and supervises the operations and activities of a specialized unit or small department; develops and implements policies and procedures, administers the budget, organizes tasks and sets priorities. Serves as liaison with university personnel and community at large. Works under general supervision with broad latitude for initiative and independent judgement.

Major/Essential Functions
  • Provide ongoing vision, direction, leadership, guidance, and develops policies, procedures, strategies, and assessments of outcomes for TRIO SSS at TTU. Directs, plans, supervises, and enacts the academic achievement, college retention, persistence, graduation, career development, and non-cognitive support to first-generation undergraduate college students, students from low-income backgrounds and students with disabilities to persist, succeed, and graduate college.
  • Develop, lead, and coordinate the marketing, recruitment, and retention of 140 program participants each year; provide academic and holistic advising via individual appointments, supervise academic tutoring services; advise and plan career preparation, graduate school exploration appointments, meetings, events, and programs; planning and coordination of career, cultural, and graduate school group trips; assist students in completing financial aid applications; provide educational workshops on financial literacy; build a sense of community and belonging with students; referral to community resources; development of orientation experience for new and returning participants; and adjust program activities as necessary to meet student needs.
  • Provides supervision, strategic administrative support, ensures compliance and develops policies, procedures, strategies and assessment of outcomes in alignment with grant objectives, federal regulations, and university policies and procedures. Duties include but not limit to: manage the application process, notification of students selected as participants; collaborate with DDEI units and university partners to advance grant objectives; maintain a working knowledge of TRIO programs policies, procedures, reporting and university policies, procedures and protocols regarding academic success, event coordination, student success metrics, student code of conduct, tutoring, financial aid, student business services; comprehensive delivery of services and adjustments to document and track the grant plan of operation; review contracts and MOUs; meet with stakeholders; and develop new partnerships with university and community agencies in alignment with DDEI and grant priorities.
  • Hires, trains, supervises, and responsible for the development of professional and student staff who serve to advise and provide academic, personal, financial literacy and tutoring for undergraduate students; manage respective day to day operations associated with supervision and management of the entire team.
  • Create, analyze and report programmatic data and assessments of grant objectives and outcomes to determine program efficiency, impact of objectives and problem solve to meet grant objectives and meet student needs. Oversight includes ensuring compliance with TTU, state and federal requirements; prepare monthly, quarterly, annual and ad hoc reports to the senior leadership of DDEI, Dept of Education; track undergraduate retention and progression of SSS students as required by the grant; track participant retention, financial support, financial literacy, persistence, recruitment activities and yield, along with other data needed to further support grant objectives, DDEI and university strategic plan.
  • Responsible for budget projection and management of grant and institutional accounts with duties to include but not limited to: analyze, interpret, review of fiscal accounts and preparation of fiscal reports, cost analysis, processing purchases, travel and payroll; ensuring accuracy and compliance with policy and guidelines at the federal and university levels under the requirements of federal grant and university regulations.
  • Lead DDEI committees related to SSS populations, DDEI goals and serve on university committees as deemed necessary.
  • Other duties as assigned.

Required Qualifications
Bachelor's degree in related area required plus five years progressively responsible management experience. Additional education may substitute for experience on a year for year basis.

Preferred Qualifications
  • Master's degree with doctorate (preferred) in education, counseling, public administration or related field from an accredited institution
  • Three (3) years of direct experience in effective student "coaching" or advising specifically in the areas of assisting SSS-eligible students or similar populations (first-generation, low-income, students with disabilities, minoritized student populations) with goal-setting, time management, self-advocacy, and study skills
  • Three (3) years related work experience in the areas of staff supervision, budget management, program development and evaluation, and reporting and compliance with federal regulations
  • Three (3) years of experience with federal TRIO programs, academic support programs, or similar programs for disadvantaged and at-risk college students
  • Experience in proposal and grant development including oversight and management of grants, grant budgetary oversight and administration
  • Excellent written communication and public speaking/presentation skills
  • Demonstrated experience utilizing student retention software such as Peoplesoft, Blumen, Student Access, Salesforce, etc...
  • Experience utilizing various technology to include Microsoft Office applications, web-based data systems, Canva, and website update technologies
  • Formal training and/or work experience promoting college graduation rates for SSS-eligible students
  • Formal training and/or work experience in programming that improves the annual academic standing rates of SSS-eligible students
  • Formal training and/or work experience in programming that promotes the annual persistence of SSS-eligible students from one academic year to the next
  • Success in overcoming barriers similar to those confronting the TRIO SSS participant population
