COMPENSATION: $106,923.00 - $136,435.00 per year
LOCATION: This position will be eligible for partial telecommuting with the expectation of working in the office at 25 Main
Street, Chico, CA periodically. Candidate must be a California resident.

Reporting to the CEO, the Sponsored Contracts Manager oversees a team of professionals responsible for reviewing,
negotiating, and finalizing contract agreements with Federal, State, industry, and foreign, public, private, and non-profit
sponsors with awards totaling $45M annually. Serve as advisor for a range of legal and technical contract issues. Work in
collaboration with CSE administrative staff for proposal development, post-award administration and finance to ensure
compliance and contractual concerns are addressed in the development of grant proposals and in the negotiation of grant
and contract awards. Interpret and analyze regulations for a large volume of complex and restricted funds. Provide contract
analysis for post-award accounting, grant and contract management. Supervise 3.75 full time equivalent staff.

ESSENTIAL JOB FUNCTIONS: Manage a team of professionals to analyze and negotiate complex contractual funding
documents on behalf of Chico State Enterprises. Ensure that terms and conditions are acceptable to CSU Chico and
the CSE to ensure that the University’s rights are protected and the legal interests of the CSE are represented.

  • Ensure effective and efficient operations of the CSE Sponsored Contracts unit to review, negotiate and finalize contract
agreements including Non-Disclosure Agreements (NDA), in collaboration with the Sponsored Program Administration
Department including drafting agreements and contract language as requested by funders; work with funding sponsors
to revise language as needed.
  • Review final agreements and back up documentation for submission to CEO for signature or as delegated.
  • Advise Sponsored Contracts team, campus stakeholders and management as appropriate, regarding potential risks,
irregularities of proposal applications, and responsibilities. Prepare and negotiate unusually complex subcontract
documents.
  • Provide guidance and interpretation of contract compliance matters at differing stages of the proposals to ensure
compliance of Federal Uniform Guidance, state, and local regulations, as well as CSU, CSU Chico, CSE and sponsored
requirements, guidelines, policies, and procedures.
  • Oversee process for the drafting of the subcontracts and risk assessment by reviewing the FFATA (Federal Funding
Accountability and Transparency Act) reports, subcontracts’ single audit reports, etc.
  • Assess, prioritize, and advise on legal and regulatory compliance risks associated with a broad range of sponsored
projects and activities as needed. Coordinate with project managers, CSE and California State University, Chico
leadership to translate regulatory guidance into streamlined operational processes to ensure compliance. Serve as
liaison with the CSU systemwide insurance carrier for auxiliary organizations, AORMA.

  • Participate and collaborate with Director of Sponsored Programs Administration in the development of departmental
policies, procedures, and process to promote grants and contracts that support the CSE’s objectives.
  • Supervise 3.75 FTE staff including recruitment, training, and professional development.
  • Perform other job-related duties as assigned.

EMPLOYMENT STANDARDS:
Education and Experience
  • A minimum of 3 years of supervisory experience with professional technical staff.
  • Minimum of 4 years’ experience in a progressively responsible contract negotiation and compliance role.
  • Experience in contracts and grants administration at a research foundation, university, or other-non-profit
organization is preferred.
  • Paralegal or Law degree preferred.
  • Experience in electronic research administration is preferred.
  • Knowledge of 2-CFR-200 (OMB Uniform Guidance) and FAR regulations is preferred.

  • Demonstrated excellent judgment in resolving complex technical issues.
  • Independent creative problem-solving and conflict resolution skills.
  • Demonstrated ability to cultivate and maintain positive working relationships with CSE colleagues, faculty and
representatives of various organizations and agencies.
  • Knowledge and understanding of pre-award requirements, government relations and principles applicable to contracts
and grants preferred.
  • Ability to prioritize tasks, to work independently, to maintain confidentiality, and to take initiative to improve
upon current operations.
  • Ability to work in a fast-paced environment and handle multiple deadlines and tasks with diplomacy under
pressure.
  • Demonstrated experience drafting, editing, and completing contracts, and subcontracts with excellent attention
to detail.
  • Substantial demonstrate experience with and ability to read complex documents, understand a wide variety of
legal, financial (e.g., complex multiyear budgets), and administrative concepts, and analyze complex data using
logic and quantitative reasoning.
  • Strong verbal and written communications skills, organizational and time management skills.
  • Thorough knowledge of current computer and office automation equipment and software required. Must be
proficient in the use of MS Office (Word, Excel, Access), Gmail, Windows, or other applicable software packages.

Complexity of Duties

  • Works on a variety of problems of complex scope where analysis of data or solutions requires an evaluation of
intangible, variance factors. Exercises independent judgment in developing methods and evaluating criteria for
achieved results.
  • Must be able to act on critical issues in an independent manner.
  • Erroneous decisions or recommendations, or failure to get results would cause additional costs and personnel, and
serious delays in overall schedule, and expose CSE to unnecessary of unintended risk or liability.


COMPLIANCE REQUIREMENTS:

  • Satisfactory completion of a background check (including a criminal records check) is required for employment. Chico
State Enterprises will make a conditional offer of employment, which may be rescinded if the background check
reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified
information. Failure to satisfactorily complete the background check may affect the continued employment of a
current Chico State Enterprises employee who was conditionally offered the position.
