DIRECTOR OF OPERATIONS
Reports to the Superintendent
NATURE OF WORK
An employee in this position is responsible for many facility maintenance duties throughout the school system. Work involves the application of many technical guidelines. This employee must exercise discretionary judgment and be able to analyze situations. Administrative supervision is exercised over several skilled, semi-skilled, and unskilled employees.
ILLUSTRATIVE EXAMPLES OF WORK
- Selects and recommends persons to be hired, disciplined, discharged, or promoted.
- Plans, directs, and reviews the work of maintenance employees.
- Able to create specifications for mobile classrooms for both ordering/construction purposes.
- Supervises the work of contracted labor.
- Able to write specifications and create bid packages (both formal and informal)
- Coordinates activities of the maintenance crews.
- Ensures the storage and security of materials.
- Plans and reviews fiscal matters related to plant operations.
- Ensures employees are provided with needed training.
- Informs staff of changes in technology, laws, codes, or regulations about general facility maintenance.
- Inspects the condition of school buildings to determine needed repairs and maintenance.
- Receives, authorizes, prioritizes, and delegates work requests.
- Evaluates project sketches or blueprints, diagrams and schematics, and cost estimates to make implementation decisions.
- Plans and monitors the departmental budget.
- Keeps records and prepares required reports.
- Determines need, selects, and purchases equipment.
- Prepares or participates in preparing specifications for materials and equipment required.
- Inspects the work of outside contractors for adherence to plans and specifications.
- Consults with outside authorities and agencies regarding facility maintenance and environmental issues.
- Responsible for managing and disposing of assets when they are no longer desirable.
- Able to operate a computer and various programs to manage the maintenance functions.
- Familiar with Computer Maintenance Management Systems
- Must be able to write policies and procedures applicable to system facilities.
- Oversee Transportation Supervisor
- Coordinate inspections with the local Fire Marshall and State Fire Inspector to ascertain all schools are up to fire code regulations.
- Maintains records and coordinates yearly fire alarm inspections, propane gas equipment inspections, NCDOI property inspections, NCDOL boiler inspections, maintenance of fire sprinkler systems and kitchen fire suppression systems, and coordinates fire extinguisher training
- Manages and directs all calls for after-hour emergencies and responsibilities.
KNOWLEDGE, SKILLS, AND ABILITIES
- Thorough knowledge of UST/AST regulations and compliance, asbestos regulations, management plans, abatement, and reinspections, lead rules and regulations, OSHA, EPA, ADA regulations, and playground safety.
- Working knowledge of state and local building codes, fire safety, DPI plan review requirements, federal, state, and local permitting requirements, retention pond, and sedimentation permitting requirements.
- Knowledge of general state energy standards for construction.
- Understanding of warehouse inventory and distribution system.
- Thorough knowledge of the purchasing requirements.
- Understands requirements for state pressure vessel inspections, mandates, and regulations.
- Thorough knowledge of acceptable maintenance and repair in all phases of building maintenance.
- Considerable knowledge of materials, methods, and equipment used to maintain school plants and buildings.
- Working knowledge of electrical, plumbing, HVAC, and all other related codes as required for the maintenance of schools.
- Knowledge of the Integrated Pest Management Program and implementation within the schools.
- Skill in analyzing problems and arriving at a reasonable and economical solution.
- Skill in estimating the cost and amount of materials needed to repair and maintain building structures and mechanical equipment.
- Able to prioritize repairs based on most needed.
- Skill in preparing budgets, both short-term and long-term.
- Ability to plan and direct the work of subordinate employees.
- Ability to establish and maintain effective working relationships with employees and others.
- Ability to establish a training program for employees at all levels in the department.
- Must be able to handle emergencies promptly and without disruptions.
- Must understand space requirements for various educational programs.
- Understanding of CDL requirements and applicable equipment re-certification.
SUGGESTED TRAINING AND EXPERIENCE
Extensive, broad, and intensive experience in facility maintenance, and prior experience planning, coordinating, and directing employees' work is preferred.
QUALIFICATIONS
- Bachelor’s Degree in business administration, public administration, facilities management, or a related field and/or experience.
- Six years of supervisory or management experience in complex maintenance, project management, or related field, supervising highly technical areas of responsibility.
- AHERA Designated Person preferred.
- In lieu of the above, any equivalent combination of education and experience will be considered.
