Job Description:
The
Oregon Liquor and Cannabis Commission (OLCC)
is currently seeking a Director of Information Technology (IT Manager 2) to manage the Commission’s IT Operations team and participate in strategic and tactical planning for general policy direction and coherence within the division.
This position reports to our office in Milwaukie, Oregon and may be eligible for a hybrid (remote and in-office) work schedule.
While this recruitment is an internal and external opportunity, internal OLCC applicants will be given preference during the application review process.
Who are we?
The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages in Oregon by administering the state's Liquor Control Act and regulating the production, processing, and sale of recreational marijuana in Oregon through the Control, Regulation and Taxation of Marijuana and Industrial Hemp Act.


The agency is comprised of three major operational programs; the Distilled Spirits Program, the Recreational Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs. The OLCC distributed more than $600.4 million in the last two years to Oregon’s General Fund, Cities, Counties, and Drug/Alcohol Abuse Programs. This money helps fund essential services such as schools, police, and healthcare for Oregonians.
The Distilled Spirits Program oversees the distribution and sale of distilled spirits in the state. The Distilled Spirits division centrally purchases, warehouses, and distributes distilled spirits to Oregon’s independently operated liquor stores. OLCC’s Public Safety Program licenses and regulates businesses in the alcohol industry such as manufacturers, wholesalers, bars, restaurants, grocery, and convenience stores.
The Recreational Marijuana Program is exclusively authorized to make recreational marijuana available to consumers and licensed businesses through retail marijuana stores. The program also tracks the growing, transporting, processing, and selling of recreational marijuana products. The Public Safety Program is responsible for licensing and regulating the operation of the recreational marijuana industry in Oregon.
What are some of the supporting duties?
  • Manage all aspects of IT operations, including hiring, assigning, and reviewing work, and setting goals.
  • Guide the periodic review of IT standards and procedures relative to hardware, software, networks, databases, and operations.
  • Ensure that position descriptions, employee training plans, and product and behavioral standards are up to date to ensure staff accountability.
  • Plan for staff training to ensure currency of domain knowledge as well as personal growth and development.
  • Actively promote and support the agency’s affirmation action plan and diversity program.
  • Assure compliance with State of Oregon laws, rules, and policies relative to technology.
  • Plan, develop, administer, and evaluate the IT Operations budget.
  • Manage IT Operations assets through administration of best practices.
  • Coordinate involvement of IT staff supporting agency project teams.
  • Provide technology consulting support to the Chief Information Officer in setting the Commission’s policy, strategic plan, and operational plans for the IT computer network, systems, and databases.
  • Participate in the review and award of contracts and develop criteria for managing and evaluating vendor performance.

What do you need to qualify? Minimum Qualifications:
Six years of supervision, management, or progressively related experience; OR
Three years of related experience and a bachelor’s degree in a related field.

  • Use of IT Service Management principles and process managing IT Teams in the end-to-end delivery of IT services to customers.
  • The ability to manage situations and tailor approach to the individual's skills, needs and performance.

  • Customer centric thinking with excellent problem-solving, critical thinking, and oral and written communication skills.

  • The salary listed is the non- Public Employee Retirement Systems (PERS) qualifying salary. If the successful candidate is PERS qualifying, the salary will reflect the 6.95% increase.
