The Director of Compliance (DOC) plays an integral role within the organization by working across teams to ensure that the company is current and compliant with applicable federal, state, and local laws and regulations, particularly with the Low-Income Housing Tax Credit (LIHTC), HUD and Rural Development housing programs. The DOC manages and works in concert with outside compliance vendors to assure department and company objectives and deadlines are met. Oversees reasonable accommodation process and EIV access and verifications.
Develops, updates, and implements policies, procedures and forms related to regulatory compliance and provides the appropriate educational training for Team Members for compliance regulations and company procedures.
Key Responsibilities:

  • Oversees compliance with federal, state, and local laws and regulations related to affordable housing, including the Low-Income Housing Tax Credit (LIHTC), HUD and Rural Development loan programs. Develops and implements policies and procedures related to regulatory compliance.
  • Manages the day-to-day functions of the Compliance Department. Acts as the leader of the Compliance Team Members to ensure that the Compliance Team Members are meeting the established department objectives and requirements.
  • Acts as the company's Section 504 Coordinator and ensures compliance with the Fair Housing Act. The department processes all Reasonable Accommodation requests.
  • Creates and updates property profiles, resident selection criteria and required lease packages based on the requirements of the applicable regulatory documents.
  • Standardizes all correspondence, forms and lease packages.
  • Prepares and assures that all post-inspection responses are completed correctly and timely.
  • Implements compliance training programs for Team Members to ensure that they are proficient in the procedures applicable to the related laws and regulations.
  • Conducts regular audits of properties and operations to ensure compliance with all applicable laws and regulations.
  • Completes annual state tax credit required reporting.
  • Works with third party vendors to ensure 2530 and previous participation records are accurate and up to date, that new employees are set up and trained in EIV procedures; that new project first year files are processed thoroughly and timely.
  • Works with external partners, including regulatory agencies, auditors, and other stakeholders, to ensure that the company's properties and operations follow all applicable laws and regulations.
  • Sets up the Real Page property management system for new properties.
  • Collaborate with other departments, including operations and accounting to resolve related resident subsidy and voucher discrepancy issues.
  • Monitors and analyzes changes in funding programs through training, bulletin emails, and websites to determine appropriate actions for the organization. Updates communities on compliance related changes. Makes necessary revisions or additions to related policies and procedures, then coordinates implementation and training.

Requirements:

  • Significant working knowledge of federal funds compliance requirements, including experience with the Low-Income Housing Tax Credit, HUD and Rural Development housing finance programs.
  • Supervisory experience providing guidance on regulatory and risk management best practices with commitment to the professional development and growth of team members.
  • Proven ability to research and interpret legal, regulatory, and financial documents and apply principles to business practices as appropriate.
  • Proven capacity to design and implement business and program systems, processes and procedures that are objective and comply with industry best practices.
  • Strong ethical standards and the proven capacity to use sound judgement and discretion when gathering and sharing information.
  • Bachelor's degree in business, Finance, Public Administration, Government, or related field, or equivalent experience, skills and/or knowledge.
  • Minimum 5-7 years' experience in a similar role with at least 3 years in a supervisory capacity.
  • Excellent communication skills, both verbal and written, with the ability to communicate effectively with all levels of the organization.
  • Strong analytical and problem-solving skills with a high level of attention to detail. Ability to manage multiple projects simultaneously and meet deadlines.
  • Ability to build strong relationships with internal stakeholders and external partners.

Preferred Certifications:
Spectrum C3P certification, Certified Occupancy Specialist (COS), HCCP, Spectrum S.T.A.R., Rural Development certification, and Tax Credit Specialist (TCS) certifications preferred.
