Requirements (Education, Experience, Licensure, Certification):
- High school diploma or GED and experience which evidences a demonstrable ability to communicate effectively with people from all socio-economic and cultural backgrounds on a daily basis; and a basic knowledge of interviewing principles and court process. Notary Public in the State of Ohio therefore must maintain Ohio residency. WORKING CONDITIONS: POSSIBLE BUT LIMITED EXPOSURE TO PHYSICALLY THREATENING SITUATIONS
Job Duties (Summary):
- Interviews clients who are incarcerated or out on bond to determine if they financially qualify for court appointed counsel; records financial information on affidavit and/or in CMS, e.g.,personal information, employer and income; assets; expenses, etc.; determines eligibility; administers oath and notarizes document; [qualifying is completed daily for felony Room A lockups and walk-ins and daily municipal Room A lockups (qualification of the Room A docket also includes rotating Saturday and holiday schedules); Thursday and Friday felony video arraignment; municipal and felony walk-in clients, and once per month at 800 Broadway]; determines marginal indigency and completes necessary paperwork; records marginal indigency information in Public Defender Court Management System (CMS) for billing purposes; advises clients of various procedures and/or programs.
- Serves as front desk receptionist as necessary; duties include performing a variety of complex and routine administrative support functions to ensure efficient operation of unit or division, including but not limited to answering telephones; answer or obtain information pertaining to inquiries and/or forward calls appropriately; manage the front reception area; greet and assist office visitors in a professional and efficient manner. Visitors include staff and panel attorneys, clients or other county department personnel and general public; check in clients for interviews; notify attorney of client arrival; schedules and reschedules appointments for clients; prepares file jackets for municipal attorney appointments and distributes same; obtains information for counsel by accessing computer programs; prints, sorts and distributes reports; Sort and deliver incoming mail and faxes; maintain the integrity, safety and order of the lobby; time stamp motions and discovery served by the prosecutor.
- Scans and performs review and audit verification of scanned contents of client file jacket in Public Defender CMS; prepares correction slip and returns to scanner for correction; )
- Acts as a liaison with other agencies (e.g., Sheriff, Pre-trial Services, Clerk of Courts Office, and Assignment Commissioner’s office).
- Assists with various responsibilities in Common Pleas Arraignment when necessary, i.e., handing out numbers to clients; directing clients (and attorneys if necessary) to proper area; waiver processing; OR bond completion; court date distribution;
- Actively participates in the Fresh Start Program; duties include directing applicants from arrival at the front desk to qualifying the individual and delivering the qualification form once completed in a timely manner; also the set up and tear down of the lobby as required.
- Coverage of inmate line when necessary; requires a basic knowledge of CMS client information screen and how to direct the caller or answer their non-legal inquiry appropriately.
