Job Duties/Scope Of Work
Job Summary:
The Controller and Deputy CFO position for HMIS is critical in the success of the organization and company. This position manages teams of accountants and finance professionals that maintain the financial compliance of the company.

The Controller maintains overall ownership of the company's core financial functions including General Accounting, Treasury, Accounts Payable, Payroll, Accounts Receivable and Invoicing, and Business Process Compliance. This position is responsible for ensuring adequate internal controls are in place and are operating as intended, through establishment, maintenance and monitoring financial policies and practices that support the integrity of financial records, compliance with Cost Accounting Standards (CAS), Generally Accepted Accounting Principles (GAAP), and the terms of the HMIS contract. The successful candidate will also be responsible for setting the goals and direction of the accounting teams and will coordinate closely with HMIS Chief Financial Officer.

This position maintains oversight of the Business Management System financial processing functions:
  • Business tax payments
  • Inventory and capital accounting
  • Nuclear materials accounting and corporate reporting

Essential job duties of this position include:
  • Responsible for talent development, performance management, and business strategy.
  • Leading the technical accounting team that manages key government customer relationships.
  • Responsibility for maintaining the integrity of financial systems in accordance with GAAP, CAS and contract requirements.
  • Identifying risks that could impact business operations and mitigate potential impacts through implementation or modification of internal controls.
  • Ensuring segregation of duties; oversight of self-assessments; and assisting internal and external audit agencies.
  • Reviewing the accuracy of the systems and system allocations and validate Oracle BMS financials after each cost processing.
  • Responsibility for maintaining the company's disclosure statement, processing changes in accounting practice and ensuring compliance with the approved disclosure statement.
  • Serve as Department of Energy (DOE) month-end closing point of contact and management and oversight of DOE contract deliverables.
  • Review and oversee posting of monthly entries, general ledger journals, cost transfers; and review of general ledger accounts to ensure accuracy and correct allocation of costs.
  • Coordinating indirect rate changes and variance distributions in accordance with CAS.
  • Providing leadership support and oversight to accounts receivable and invoicing, including overall management of cash through monitoring of aging accounts and tracking of overall billing and collection efficiency.
  • Supporting the HMIS CFO with key stakeholder briefing and reporting.

Basic Qualifications
- Bachelor's degree in Business Administration, Finance, Accounting, or other related field - OR - an equivalent combination of education and experience.
  • Progressive and directly related experience in Finance, Accounting, or related financial field.
  • Previous leadership experience.
  • In-depth understanding of business operations, GAAP, Auditing, Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS) and disclosure statement management.
  • Highly proficient in Microsoft Excel and Access.
  • Must possess excellent verbal and written communication skills for working effectively with all levels of internal and external customers.
  • Strong understanding of financial processes and systems with significant experience in accounting system compliance, and design and implementation of internal controls.
  • Ability to think strategically, lead a diverse team, have a firm understanding of the business goals and priorities.

Desired Qualifications
- 15+ years of progressive and directly related experience in Finance, Accounting, or related financial field.
  • 5+ years of previous leadership experience.
  • Experience supporting Department of Energy contracts, or contracts with other federal agencies.
  • Masters of Degree in Finance, Accounting or Business Administration.
  • Experience in public accounting and/or CPA certification.

Compensation & Benefits
Grade 22: $151,700 - $199,600
Grade 23: $174,488 - $229,663
Grade 24: $200,750 - $264,050
