Contract Specialist

**Future Opportunity**

CSEngineering is hiring a Contract Specialist to join the DHS. The purpose of this position is to provide the necessary level of administrative, professional, and technical support required in the area of a Contract Specialist to facilitate the overall objectives of Civil Engineering Unit Oakland CEUO.
The primary work product will be the execution of CEUO civil engineering design actions including, but not limited to, preparation of Requests for Proposals, Task Orders, award notices, and contract administration support along with related tasks associated with those actions.

JOB RESPONSIBILITIES

Outlined below are the critical requirements for this position:

• Able to perform the work specified in the Statement of Work.
• Experience with contract administration at the federal level is required.

STATEMENT OF WORK:

The typical tasks the Contractor employee will perform include, but are not limited to the following:

- Task 1: Contractor employee will provide contracting services for the U.S. Coast Guard’s Civil Engineering Unit Oakland. These services include assisting a Contracting Officer with contracting activities.

- Task 2: Contractor employee will assist the Contracting Officer develop Requests for Proposals for potential contract actions. Receive responses and assist Contracting Officer and Project Manager with cost/price analysis, development of pre/post negotiation memorandum, and preparation of modification, as required.

- Task 3: Contractor employee will assist the Contracting Officer with negotiations.

- Task 4: Contractor employee will assist the Contracting Officer with contract administration duties i.e. prepare contractor discrepancy reports, cure letters, default packages, etc.

- Task 5: Contractor employee will assist the Contracting Officer with logging paid invoices on assigned contract actions.

- Task 6: Contractor employee may be called upon to travel for site visits and partnering conferences.

- Task 7: Contractor employee will assist the Contracting Officer with administratively closing out contract actions assuring satisfactory completion and inclusion of final reports and evaluations.

- Task 8: Contractor employee will assist the Contracting Officer with data input into an Electronic Contract filing system

REQUIRED QUALIFICATIONS

• Bachelor’s Degree is required - Completion of a 4-year course of study leading to a bachelor's degree with a major in any field, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
• Copy of transcripts shall be submitted showing at least 24 semester hours in any combination of the fields indicated in this paragraph.
• Ability to obtain a Public Trust Clearance.
• Must be a United States Citizen

Job Type: Full-time

Pay: $99,000.00 - $120,000.00 per year
