The compliance officer assists the Section Manager of the Compliance Section in the Fair Labor Standards (FLS) Division of the Illinois Department of Labor. FLS is responsible for assisting people recover unpaid wages as required by the various laws enforced by the Department. Job Responsibilities
- Travels to employer work sites throughout the State, primarily in the Northern Region of the State.
Audits the records to establish information adequate to determine a dollar figure using straight salary rates, one and a half time rates, applicable commissions, meal allowances and gratuities.
Reviews additional records of employers to determine compliance with various labor laws enforced by the Department including, but not limited to, Child Labor, One Day Rest in Seven Act, Consumer Coverage Disclosure Act, Job Opportunities for Qualified Applicants, Temporary Labor Service Act, Private Employment Act, Nurse Agencies Licensing Act and Wage Payment and Collection Act.
Interviews employers and employees to determine the validity of records being audited and alleged complaints being filed, the status of employees as to coverage under the applicable laws and application of exemptions to employers and employees.
Utilizing a laptop computer, writes complete, accurate and documented inspection reports to be used in determining the need for possible court action.
Provides information and training to new field personnel and presentations to interested parties.
Discusses with school officials their duties and obligations under the Child Labor Laws and briefs them on the laws’ procedures and impact on minor workers
Performs other duties as assigned which are within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to the completion of two years of college with coursework in accounting, business mathematics or a related field.
- Requires one year experience in bookkeeping, accounting, or a related field.
- Requires the ability to speak and write Spanish at a colloquial level.
Preferred Qualifications (In Order of Significance)
- 2 years of experience with basic accounting methods, procedures, and techniques
- 2 years of experience with federal and state labor laws, such as Child Labor, Six Day Week and Minimum Wage Standards Act
- 2 years of experience with investigative practices and procedures
- 2 years of professional work experience maintaining records and payroll reports
- 1 year of experience presenting and explaining state labor laws and their application to employees, employers, and other interested parties
- 1 year of experience documenting violations of state labor laws
CONDITIONS OF EMPLOYMENT
Requires the possession of a valid driver's license and automobile liability insurance
Must be able to travel throughout the State to conduct investigations
Requires the ability to lift and carry up to 10 pounds
