Boulder County Department of Housing and Human Services is seeking to hire a Community Investments Manager. The Community Investments Manager position is part of a highly skilled team that is leaving a lasting impression on the Boulder County Community through a robust network of partnerships with community-based organizations and service providers. This position is responsible for a budget of approximately $17 million dollars and associated contracts.

The Community Investments Manager is housed within the Partnerships, Contracts and Services (PCS) Division. This position will provide leadership in developing and implementing a performance-based contracting framework and will manage a team that supports contract development and monitors contract performance. The Community Investments Manager will lead and collaborate with contract and data staff to expand outcome measures, improve data tracking systems and increase efficiency of the annual RFP and contracting processes within the PCS Division. This role will be responsible for ensuring that contracting and procurement processes for associated funding centers racial equity. We are seeking an individual who has strong communication skills and exceptional organizational skills, strong experience working with internal and external partners, and knowledge of procurement policies and procedures within a government setting. In addition to the contract work, this position is responsible for supervising a Contracts and Grants Administrator and a Contracts Performance Analyst.

This is a full-time, benefited position. Work hours are generally Monday-Friday, 8:00am - 5:00 pm, with flexibility available as needed. The ability to work a remote or hybrid schedule long-term is a possibility for this role, with the expectation of attending occasional in-person meetings/office time out of Boulder, CO. Under FLSA guidelines, this position is exempt from overtime.

Boulder County requires its employees to reside in the state of Colorado as of the first day of work.

Hiring Salary Range: $82,572-$100,764

Tentative Hiring Timeline:

Examples of Duties

  • Supervises a team that develops contracts and community partnerships that enhance the outreach, enrollment, and utilization of services provided to families and the community.

  • Supervise staff that develop, implement, and monitor contract performance.

  • Support and monitor budgets for Community Partner investments, including partners funded through other division grants and revenue sources.

  • Collaborate with other division managers on division budgets in order to maximize the use of external funding sources.

  • Collaborate with departmental leadership and key stakeholders (Practice Liaison’s) to assure community contract budgets and investments are aligned with the broader HHS priorities, including HHS’ return on investment models.

  • Produce clear, concise and accurate investment recommendations and budget proposals to HHS leadership.

  • Write and present Community Investment reports to large and diverse groups of stakeholders and funders.

  • Develops partnerships with other County programs as well as related agencies.

  • Develops contract workflow with community partners.

  • Maintain a high-level knowledge of other County investments.

  • Helps develop contract budgets with funded partners and approves contract invoices.

  • Represents Boulder County Housing and Human Services on the multi-agency Funder’s Collaborative.

  • Facilitates connections with key internal and external stakeholders (including local, state and national partners) when necessary.

  • Maintains a deep understanding of the evidence-based practices, issues, gaps, and duplication, with mental health, intellectual and developmental disabilities and other human services.

  • Identifies opportunities to leverage federal or other funding sources.

  • Responsible for compiling key decisions points and work plan updates.

  • Performs related duties as required

  • May be reassigned in emergency situations.

EDUCATION AND EXPERIENCE:

Boulder County is looking for well-qualified candidates to fill our positions. In this position, we are looking for a minimum of 7 years of combined education and experience in project management, human services contracts, or related areas of work.
