Job Duties
The Department of Environmental Quality’s Office of Water Withdrawal Permitting seeks a qualified applicant to evaluate groundwater withdrawal permit applications, issue new and historic permits, and assist in the evaluation of compliance for the Office of Water Withdrawal Permitting’s Groundwater and VWP Surface Water Withdrawal Programs (GWP & VWP-SW). Work is to be completed in a timely manner and be technically and procedurally accurate to ensure the beneficial use of water withdrawals and to protect the resources from depletion and degradation. This includes conducting pre-application meetings, explanation of regulatory requirements associated with water withdrawals, working with permittees to resolve permit processing and monitoring issues while promoting fair and consistent application of guidance, policy and the regulations.
Minimum Qualifications
- Ability to communicate effectively at a technical level both orally and in writing.
- Ability to routinely use standard PC software for word processing and data management.
- Experience with computers and data handling.
- Knowledge of scientific principles related to aquatic biology, hydrogeology, wetland ecology, chemistry, groundwater and surface modeling techniques, and environmental science.
Preferred Qualifications:
- College degree in environmental science or engineering, biological sciences or related fields. - Experience in developing and writing reports, regulations, guidance manuals, and/or procedures.
- Experience in the technical and legal requirements of Section 404 and 401 of the Clean Water Act and the Ground Water Management Act of 1992 and the water supply planning process are preferred.
- Experience in dealing with public inquiries and conducting public meetings.
- Knowledge of state environmental regulations and state statutes related to groundwater and surface water withdrawals and DEQ permitting programs.
