DCH is currently seeking qualified applicants for the position of Civil Money Penalty (CMP) Funds Program Manager. This is a hybrid position that requires in-office and remote work with the approval of your supervisor. Your days of frequency in the office can change at any time during your employment based on the business needs of the organization.

The Department of Community Health, Healthcare Facility Regulation Division (HFRD) is responsible for dispersing Civil Money Penalty funds to qualified organizations to be used for projects that benefit residents of nursing facilities in Georgia. The Civil Money Penalty Funds Program Manager will direct, plan, develop, initiate, promote, coordinate, maintain, and evaluate a statewide program to protect the health and property of nursing facility residents, which includes producing measurable benefits for nursing facility residents.

Job Responsibilities

Under supervision, this position assists in the planning, coordination,organization and assessment of the development and implementation of a functional program including program evaluation, and program management. This position also learns to oversee, develop, and implement policy, procedures, and processes. This position performs complex and comprehensive research.

  • Dispersing Civil Money Penalty funds to qualified organizations for projects that benefit and protect nursing home residents
  • Coordinating with the Centers for Medicare and Medicaid Services to obtain approval for CMP projects
  • Recruiting program participants, developing and evaluating requests for proposals
  • Defines the methodology and procedures to implement program services
  • Develops projects to benefit nursing home residents
  • Develops and implements strategic plans for fund allocation
  • Prepares budgets and reports
  • Monitors contracts and audits on approved CMP projects
  • Establishes procedures and accountabilities to ensure continuity of the program
  • Analyzes and evaluates program effectiveness
  • Establishes close relationships with professional and community groups interested in the program
  • Seeks and draws upon other public and voluntary organizations for services, promotion and recruiting
  • Ensures diffusion of positive results to all stakeholders
  • Provide support as needed to the QA/Training team
  • Directs a staff of professional and technical staff
  • Requires up to 20% travel to monitor grant progress and attend Federal and Association meeting as needed.

Minimum Qualifications

Bachelor's degree in a related field from an accredited college or university AND One year of related experience OR completion of an apprenticeship/internship that sufficiently supplied experience to understand the basic principles relevant to the major duties of the position.

  • Knowledge of project management principles
  • Knowledge of federal requirements for approval and implementation of CMP projects
  • Knowledge of state requirements for purchasing, contracting, monitoring, and evaluating projects
  • Ability to direct and develop program initiatives
  • Strong experience establishing methodologies and procedures for implementation of projects to benefit nursing homes
  • Ability to evaluate quality improvement projects
  • Ability to strategically plan and allocate resources to support projects
  • Experience coordinating and collaborating with multiple state and federal agencies, healthcare providers and community partners
  • Strong interpersonal and communication skills to effectively engage with stakeholders to achieve desired outcomes
  • Excellent analytical, organizational, and writing skills

Preferred Qualifications: Preference will be given to candidates who, in addition to meeting the minimum qualifications, demonstrate some or all of the following skills/experience:

  • Experience managing the Civil Money Penalty (CMP) Funds Program
