Working Title: Children's Justice Center of West Hawai`i Program Director.

Note: This position requires a current and valid driver's license to operate a motor vehicle.

Summary of Duties

The purpose of this position is to manage the Children's Justice Center (CJC) in West Hawaii on the island of Hawaii. Duties include:


  • Administration and operations of this program.
  • Coordination and cooperation of a multi-agency response to the investigation and court disposition of child abuse and child witness cases.
  • Coordinates the use of the CJC of West Hawaii for child forensic interviews.
  • Maintains a database to track cases of child abuse and witnesses
  • Facilitates various case conferences, meetings and training for professionals responding to child abuse cases.
  • Manages the physical needs of the CJC of West Hawaii, including lease and contracts.
  • Manages the fiscal budget for this Center.

Applicants must meet the requirements as specified in A, B, C, or D below:
A. Bachelor's degree from an accredited university with a minimum of twelve (12) semester credit hours in a social science plus four and one-half (4½) years of professional work experience performing work regularly encompassing difficult and complex situations and problems in a given specialty with responsibility for furnishing advisory services to management in the overall aspects of program development and evaluation; development of new and revised procedures; review of working situations to enhance sound management practices; development of legislative proposals or analysis of the impact of proposed legislation; and engaging in research aimed towards improving the program. This work must have involved at least one (1) year of supervising professionals which included: 1) planning and directing their work; 2) assigning, reviewing and evaluating their work; 3) advising them of difficult problem areas; 4) timing and scheduling their work; and 5) training and development of new employees.

B. Bachelor's degree from an accredited university with a minimum of twelve (12) semester credit hours in a social science plus four and one-half (4½) years of progressively responsible professional social work experience in the general social welfare or corrections setting, of which one (1) year must have been equivalent to the social worker level V in state government AND two (2) years equivalent to the social worker level III in state government.

C. Master's degree in social work from an accredited school of social work plus three (3) years of progressively responsible social work experience in the general social welfare or corrections setting, of which one (1) year must have been equivalent to the social worker level V in state government AND two (2) years equivalent to the social worker level III in state government.

D. Ph.D. degree in social work from an accredited school of social work with emphasis in general social welfare plus two (2) years of professional social work experience in the general social welfare or corrections setting, of which one (1) year must have been equivalent to the social worker level V in state government AND one (1) year equivalent to the social worker level III in state government.

Specialized Experience Requirement: In addition to the education and experience requirements described above, applicants must possess one (1) year of progressively responsible professional work experience which provided services in cases involving child abuse and neglect and that demonstrated acquired knowledge of the child abuse/neglect continuum and the ability to build and maintain a network of effective partnerships across multi-disciplinary groups. This experience may have been gained concurrently with or separately from the General Experience.

Non-Qualifying Experience: The following types of experience are NOT considered qualifying social work experience:

(1) Experience providing supportive services to professional social workers, vocational rehabilitation specialists, housing managers, or other professional workers in such programs as public welfare, family court, etc.;
(2) Experience determining the eligibility of applicants/recipients for benefits under a public welfare program such as medical assistance, food stamps and other benefits;
(3) Experience providing vocational, educational, psychological, or pastoral counseling;
(4) Experience providing occupational or physical therapeutic services;
(5) Peace Corps or VISTA work experience which did not require the application of professional knowledge of the principles and practices of social work and/or was not performed under competent professional supervision;
(6) Experience relocating clients who are displaced as a result of urban renewal or other similar reasons; and,
(7) Trainee level type social work experience will not be considered qualifying unless work is performed under competent professional social work supervision

Selective Certification Requirement - Driver's License: This position requires a current and valid driver's license to operate a motor vehicle.
