Salary Range: Up to $98,000 annually

Osawatomie State Hospital is licensed by the State of Kansas to provide care and treatment for adults diagnosed with psychiatric disorders regardless of ability to pay. There are currently two hospitals on the Osawatomie campus in Miami county: Osawatomie State Hospital (OSH) and Adair Acute Care (AAC). Adair Acute Care are a 60-bed facility, certified by the Centers for Medicare and Medicaid Services.
Position is located at Osawatomie State Hospital, days/hours may vary. This position may require you to work weekends. A negative drug screen is required as a condition of employment.
All employees are expected to work in a harmonious and cooperative fashion with other staff to provide efficient and effective customer service: to use free time as available to assist other staff in the completion of work assignments and perform other tasks as needed; to contribute to a positive work environment through a positive, helpful, courteous demeanor towards staff, customers and the general public; and to adhere to appropriate standards of conduct regarding the use of leave, reports to work on time and in the designated fashion.
The purpose of the Chief Operations Officer position is to direct hospital’s operations activity; including the following services: Facilities, Safety and Security and EOC in order to maintain the programs activities. Will also direct the development of budgets, evaluates budget initiative papers, and monitors fiscal responsibility of subordinate managers. The COO also assists in developing long and short-term strategic plans including the allocation of resources, establishment of objectives, and strategies to accomplish objectives. The COO establishes and guides the directions of teams in developing solutions to identified problems and to continually refine processes, activities, and programs of the agency; promotes understanding of and participation in total quality management practices including a commitment to bring about positive organizational change through the use of processes, tools, education recognition, and communication; fosters teamwork using a disciplines problem solving and decision-making approach.
The Chief Operations Officer is responsible for planning, organizing, and directing the operations of Support Services to ensure compliance with state and federal regulations which includes Facility Services, Information Technology (local administration), Environmental Services and Safety Security. In addition, the COO will serve as the contact person/liaison for the OSH/KDADS and Memorandum of Understanding (MOU) Manger at OSH. The Chief Operations Officer is responsible for updating administrative policies and procedures, serving as a role model regarding leadership and management, providing supervision, and evaluating systems and processes for improvements and efficiencies.
The essential functions of this position may require physical strength to frequently push, pull, twist, bend, squat, walk, stand for extended periods of time, lift and/or restrain residents with or without assistance and respond to aggressive resident behavior with specific, trained techniques. Be able to observe and respond to residents in distress.
Qualifications:
Minimum Qualifications: Bachelor’s degree in engineering, Business Administration, Health Care Administration, or other related fields with five (5) years of experience in planning, managing, organizing, and directing the work of a department, program or agency.
Preferred Qualifications: Master’s degree in engineering, Business Administration, Health Care Administration, or other related fields. Experience working with federal and state statutes, policies, and procedures. Experience may be substituted for education as determined relevant by the agency.
Persons hired must pass a law enforcement security clearance in compliance with policies of the Department of Aging and Disability Services.
