Definition & Duties

Under general supervision, collaborate with users and stakeholders to understand business needs and offer technological solutions to improve efficiencies, increase user satisfaction and adhere to industry best practices. Work closely with development team to determine feasibility, produce business and technical requirements, perform system tests, implement new or enhance existing applications, create system and user documentation and provide support of software solutions in place throughout the County.

Knowledge of & Ability to

  • Business analysis principles, processes and techniques
  • Development lifecycle, structured analysis, design and programming
  • Agile, SAFE, and Scrum.
  • Microsoft Office Suite (Excel, PowerPoint, Outlook, Access, OneNote)
  • Microsoft SQL Server database structures, data analysis and querying tools
  • Microsoft SQL Server Reporting Services design and delivery
  • Additional pieces of the Microsoft Business Intelligence stack, such as SQL Server Integration Services, Power BI, Excel "power" add-ins and SQL Server Analysis Services
  • Workflow analysis and design
  • Project management and collaboration tools
  • Third-party software system implementation, integration and support
  • English language to include grammar, spelling, sentence structure, and vocabulary and proofreading skills

  • Stand, sit, walk, climb, balance, stoop, kneel, crouch, crawl, squat, bend, twist, reach and use a step stool or ladder as needed
  • Lift, push, pull, and/or carry up to 35 pounds
  • Have sufficient personal mobility to complete field work at various county facilities and other locations
  • Occasionally work evenings and weekends

Minimum Education, Training & Experience & Special Requirements

Bachelor’s degree in Management Information Systems (MIS) or related field AND four (4) years of work experience in Information Technology to include two (2) years of experience in business systems analysis; OR any equivalent combination of education and experience which provides the required knowledge, skills and abilities.

Special requirements: Valid driver’s license and insurable under County liability coverage. May also require use of personal vehicle for official business. Must pass background check.

Specific Duties

  • Collaborate with business users and IT staff to identify objectives for improving and streamlining County procedures; weigh options for technology solutions.
  • Conduct research and analysis to determine if solutions to business requirements currently exist within the County and if not, identify and recommend new methods, processes and tools to meet needs.
  • Champion opportunities for alignment of technology solutions throughout the County to increase user productivity, efficiency, quality of work and overall satisfaction.
  • Identify ways to reduce expenses and waste by analyzing existing business practices and procedures.
  • Create or provide input to the development of formal business cases, supported by budgetary and key personnel statistical analysis, when new or enhanced business processes are proposed.
  • Aid in design of new or enhanced computer solutions and automated processes by analyzing requirements, constructing detailed workflows and diagrams, studying system capabilities and writing development specifications.
  • Develop a working knowledge of existing business systems to provide support for end users and IT peers; query and analyze data in SQL Server databases and Excel.
  • Create and maintain business process and technical documentation, including visual work flows and data flow diagrams.
  • Keep current on new application features and functionality to create recommendations for improved utilization of existing systems; collaborate with vendors on third-party software.
  • Participate in testing and implementation of enhancements and new solutions.
  • Manage the implementation of business solutions projects and ensure successful outcomes by following standard project management processes and procedures.
  • Train users in best practices for using applications.
  • Provide timely communication about issues/impending changes to supervisor, peers and users to promote a coordinated effort.
  • Participate in committees; attend work-related meetings, conferences and seminars as requested.
  • Answer/route phone calls and respond effectively to users.
  • Provide back-up for co-workers as needed.
  • Perform all work duties and activities in accordance with Departmental and County policies, procedures, and safety practices.
  • Attend work regularly.
