Duties

The Assistant Director is responsible for assisting in meeting the needs of all organizations and stakeholders supported by the OCSO, including the U.S. Capitol Police, all Legislative Branch Organizations and the entire Capitol Campus.

  • Must be able to obtain and maintain a Top Secret Clearance.

Leadership and Supervisory Responsibilities

  • Leads the emergency management, resilience, continuity of operations, and critical infrastructure programs.
  • Responsible for the leadership, administrative, professional, and technical supervision of the staff, serving as the immediate supervisor. Assigns duties and evaluates performance. Develops performance requirements for subordinates and ensures a mutual understanding of the performance standards. Resolves or refers for resolution employee complaints and grievances pursuant to AOC policies.
  • Utilizes temporary and permanent staff and contractor support as workload needs dictate. Oversees cost, scheduling and risk management for emergency management and resilience program. Leads change by developing new insights into situations; questioning conventional approaches; encouraging new ideas and innovations; and designing new or cutting edge programs/processes.
  • As a Senior Member of the OCSO Leadership Team, assists in all aspects of leading the organization to develop strategic plans and achieve strategic objectives.

Emergency Program Management

  • Serves as Incident Commander and implements the concepts and principles of the National Incident Management System (NIMS) for all emergency, resilience and continuity events.
  • Leads the planning, organizing and execution of the Agency’s emergency management and resilience activities, conferring as necessary with other Legislative and Judicial Branch points of contact as well as with local and federal emergency management agencies.
  • Responsible for reporting, analysis, and programming. Makes decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. Prepares, justifies, and administers the program budget. Oversees procurement and contracting to achieve desired results. Monitors expenditures and uses cost-benefit thinking to set priorities.
  • Directs a multi-disciplinary workforce with varying skill levels, managing people, assets and situations in a demanding setting where the operating environment is in a constant state of change. Advocates project goals and expresses facts and ideas in a convincing manner, negotiating with individuals and groups internally and externally. Utilizes a high degree of diplomacy in dealing with Congressional staffs, representatives of other Federal agencies, outside contractors, work crews and employees in the Capitol Complex. Develops networks, establishes alliances and collaborates across boundaries to build strategic relationships and achieve common goals.
  • Develops and manages budgets and resources associated with the Emergency Management and Resilience programs. Helps develop the OCSO overall strategic plan and future monetary requirements for the purpose of maintaining an effective and efficient operating program in an all-hazards environment.
  • Recommends and develops policies which contribute to the effective implementation of the agency’s mission of the sustainment and security of Capitol Hill facilities which support the operations of the U.S. Congress.

Resilience and Continuity Program Management

  • Leads the development and implementation of strategic resilience plans to include mission, goals, objectives, and implementation strategies.
  • Leads the continuity program providing agency-wide support to the full spectrum of Congressional requirements, such as COOP, COG, ECG and reconstitution for key agency missions and operations affecting all agency programs.
  • Reviews and communicates threat analyses to OCSO, AOC, and stakeholder leadership including the identification of a disaster's unique recovery steps, initiates continuity-related projects, identifies work recovery measures and secondary work sites for functions, determines technical requirements and readiness and identifies training, testing and drill requirements and schedules.
  • Establishes recurring evaluation criteria for analyzing statistics to ascertain overall Agency resilience and continuity staffing needs, forecasting future requirements, and ensuring coordination with proper authorities for building and equipment. Evaluates space surveys and communicates relocation plans and relocations exercises to stakeholders to maintain a constant readiness posture to deliver effectively should the need to relocate arise.

Responsible for utilizing a thorough knowledge of and compliance with applicable AOC and Occupational Safety and Health Administration (OSHA) safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas.

Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: (1) Developing a wide range of emergency management, resilience and continuity policies, procedures, concepts, principles and practices; (2) Assisting in the development of long range plans, goals and objectives for large-scale organizations; (3) Analyzing and implementing difficult and complex emergency management, resilience and continuity problems and resolutions; and (4) Serving as lead for an organization's emergency management, resilience and continuity education or training program.
