Under the direction of Airport Management, Airport Operations Workers assist in the coordination of airfield inspections and performs a wide variety of work in the administration, maintenance, and emergency response of the Napa County Airport. Airport Operations staff maintains daily inspection records, reports and repairs discrepancies, and assists in the maintenance of airside and landside facilities. Airport Operations Workers assist Airport Management in the enforcement of airport rules & regulations as well as the administration of the Airport's Wildlife Hazard Management Plan (WHMP) and Stormwater Pollution Prevention Program (SWPPP). This position performs routine janitorial duties of public restrooms, offices, and meeting rooms, and is regularly involved in outdoor work resulting in exposure to the weather. Incumbent can expect moderate to heavy physical work with prolonged standing, walking, bending, stooping, climbing, and lifting. The Airport Operations Worker performs a wide variety of duties that are unique to the day-to-day operation, maintenance, emergency management, and security of the Napa County Airport. This recruitment is being conducted to fill one full-time Airport Operations Worker vacancy.
The Recruitment Process:
1. Applications will be accepted on-line until 5:00 PM on APRIL 28, 2023.
2. Applications will be reviewed and supplemental questions will be scored by subject matter experts (SME) the week of May 1, 2023. The most qualified applicants will be invited to the performance examination.
3. Performance examination is tentatively scheduled for the week of May 15, 2023. The most qualified candidates will be placed on the eligibility list for consideration for current and future vacancies up to 12 (twelve) months.

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Perform a wide variety of airport activities and functions involved in the safe, efficient, and orderly operation, maintenance, and security of the Napa County Airport; meet airport users and provide information regarding tie-down, shelter space, hangars, airport facilities, and related information; request airport patrons to observe rules and regulations; perform regular inspections of airport facilities; maintain transient aircraft ramp; may direct aircraft parking; log transient aircraft; may check parked aircraft for proper tie-down and chocks; use a personal computer to access aircraft, pilot, and tenant databases; patrol airport: airside, landside, and perimeter to maintain the security of the airport; inspect runways, taxiways, lights, air navigation aids, and other airport facilities for hazards; notify Federal Aviation Administration (FAA) of hazards to airport operations (via phone and/or online applications), notify Assistant Airport Manager or designee of hazards to airport operations to ensure repairs are completed in a timely manner; perform general custodial duties in the care of the airport facility to ensure the facility is properly cleaned and maintained; operate and perform minor maintenance on light equipment such as tractors, pickup trucks, Airport lighted X’s, paint stripper, and mowing equipment; perform routine landscaping activities, such as water, de-water, fertilize, trim, and spray shrubs, lawns, mow fields, and trees; inspect and perform routine maintenance on runway and taxiway lights, rotating beacon, pavements, gates, fences, and windsocks to ensure they are working within airport standards; perform routine building maintenance work, such as painting, basic carpentry, some roof repairs, minor plumbing and electrical work in the care of airport facilities; maintain radio contact with the control tower when required; issue Notices to Airmen when needed; assist in locating source of Emergency Locator Transmitter (ELT) signals; respond to emergencies in the airport by coordinating and supporting fire and other emergency services as necessary; assist with training and perform escorting duties during construction projects; as assigned, may act in the absence of the Airport Operations Supervisor; perform other duties as required.
TYPICAL QUALIFICATIONS
KNOWLEDGE OF:
Operate a computer and a variety of mobile electronic devices.
Work outdoors in inclement weather.
Lift up to 40-50 pounds.
Stoop, squat, bend climb ladders, and crawl in tight spaces.
Work weekends, nights and holidays as needed.
License or Certificate
The following are highly desired but not required:
Possession of, or ability to obtain, Qualified Applicator License (QAL) from the State Dept of Pesticide Regulations- Possession of, or ability to obtain, Boom Lift Certification
- CPR and First Aid Certificates
Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.
