Job Duties

This is a restricted, grant funded position that is set to expire on December 31, 2024.

  • Provides timely, accurate and objective all-source intelligence analysis on violent criminal offense trends to local, state and federal investigators, public safety executives, and state policy makers.
  • Collects, collates, and presents trends and patterns of violent criminal activity.
  • Conducts analysis of considerable difficulty utilizing incomplete and sometimes contradictory data in order to identify methods, trends, and patterns relating to violent criminal activity throughout the Commonwealth of Virginia. This includes assisting with ArcGIS to provide a dashboard of relevant information for ready access to the stakeholders engaged in combating violent crime.
  • Delivers analytic case support to local, state and federal criminal investigations. Analytic case support includes but is not limited to supporting grand jury investigations, search warrant preparation, intelligence operations, criminal network analysis, telephone toll analysis, GIS analysis, social network analysis, temporal analysis, and open-source analysis.
  • Produces charts and graphics as needed in support of active criminal investigations related to violent crimes.
  • Produces written intelligence reports regarding case specific criminal activity. Supports the follow-up of NSI-Suspicious Activity Reporting impacting VSP.
  • Testifies in court regarding analysis conducted in support of violent crime investigations.
  • Drafts intelligence products; and crafts and delivers intelligence briefings, and other intelligence products utilizing a diverse set of information technology-based analysis platforms specific to violent crimes.
  • Accurately inputs information into the VFC intelligence management system and conducts appropriate database research. Leverages multiple information technology based analytic platforms to include ArcGIS, VIMS, I2 Analyst Notebook, Excel and PenLink in support of violent crime investigations.
  • Accurately documents and analyzes financial transactions associated with criminal enterprises to reflect evidence of illegality, and profit by and/or for illegal means in support of violent crime investigations.
  • Produces written intelligence products that support Department, legislative and gubernatorial policy development regarding violent crime issues in the Commonwealth of Virginia.
  • Identifies relevant intelligence or information that can be leveraged in the intelligence production cycle. Identifies key intelligence gaps and include in written intelligence products and briefings. Leverages analytic and critical thinking skills and methodologies to reduce or remove bias in analytic judgments.
  • Crafts and delivers effective visual presentations leveraged in support of intelligence briefings regarding case development and support. Delivers intelligence briefings to a diverse customer base that encompasses a wide range of knowledge and skill sets.
  • Coordinates with Federal, state and local partners during the intelligence production process to ensure inclusion and analysis of all relevant materials in the final intelligence product.
  • Effectively reviews written intelligence products to ensure accurate and proper grammar, punctuation, report format, and classification of information.
  • Coordinates the exchange of tactical, operational and strategic intelligence regarding active criminal investigations or threats related to violent crime with those who have a need and right to know.
  • Coordinates the exchange of tactical, operational and strategic intelligence regarding HTU operations with those who have a need and right to know.
  • Initiates and maintains contact with local law enforcement, fire/EMS and emergency management community to encourage sharing of information and resources related to violent crime operations and/or networks.
  • Initiates and maintains contact with federal law enforcement, military and Homeland Security partners to facilitate sharing of information and resources related to violent crime operations and/or networks.
  • Attends and/or coordinates regional intelligence and information sharing meetings regarding violent crime.
  • Cooperates with other law enforcement agencies and promotes a cooperative working relationship and promotes the pursuit of the Department's goals and objectives.
  • Performs other duties assigned to assist in meeting the Virginia Fusion Center’s mission, goals, and objectives which includes but is not limited to supporting the grant funding and expenditure process leveraged to fund this position, coordination of relevant training for public safety agencies, and participation in interview panels. Ensures compliance with Commonwealth of VA.
  • Annually completes card holder training on proper card usage, security, and procurement guidelines, electronically, within the Department of Human Resource Management's Learning Center.
  • Compliance as required by Executive Order Number Thirty-Five (2019).
  • Training plans and desk procedures are kept current and updates are coordinated through supervision.
  • Safety issues are reviewed and communicated to assure a safe and healthy workplace. Unsafe conditions are addressed and corrected.
  • May be required to perform other duties as assigned.
  • May be required to assist the Department or state government generally in the event of an emergency declaration by the Governor.


Minimum Qualifications

  • Working knowledge of state and federal laws, and regulations relating to criminal intelligence and their proper application; of one or more information technology-based analysis platforms such as Palantir, PenLink, Excel, I2 Analyst Notebook; and of GIS applications and ESRI’s ArcGIS programs to produce maps or other geographic intelligence reporting.
  • Skill in using computers to include Microsoft Office applications, analytical applications (i.e., software) to produce text, tables, graphs, and charts.
  • Proven ability to research and analyze statistical data to reach sound analytic judgments; to verify the validity and reliability of information obtained from a variety of sources; to develop analytic assessments from diverse datasets and recognize contradictory and/or incomplete information; to work independently and in a team environment; to prepare and deliver briefings related to analytical findings to a variety of audiences; to establish and maintain cooperative relationships with government agency representatives and relevant private sector partners; to proofread and edit written materials; to complete work under critical timelines; to oversee the work activities of assigned analytic staff; and to communicate effectively orally and in writing in English.
  • Graduation from high school or equivalent.
  • Requires a three year commitment to the Virginia Fusion Center as the grant allows.
  • Must have a valid driver’s license, and the ability to obtain a federal security clearance.
  • Requires the ability to work rotating shifts, weekends, and holidays.
  • An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.


Preferred Qualifications:

  • Public safety experience or other broad scope governmental experience desired.
  • College degree in social science, government, business, or criminal justice related field and/or analytical experience to include criminal analytical training is preferred.
