We’re seeking a visionary leader to join our team as the
Addiction Services Program Supervisor
who has a proven track record of providing equity- and trauma-informed administrative experience. As the Addictions Services Program Supervisor you will be under the general direction of the Addiction Program Manager; together you will plan, organize and manage the day-to-day activities of the addiction services team. You will support and ensure a strategy for future growth and financial sustainability in alignment with the Program vision, mission and strategic plan. In consultation with the Addiction Services Manager, you will explore solutions to problems and select the best alternatives and authorize the redistribution of available resources to meet changing program needs as well as coordinate with external and internal agencies to ensure compliance with established policies, objectives, program priorities and applicable laws, and rules and regulations.

As the Addiction Services Program Supervisor other duties will include:
Management of Staff
  • Provide financial and management expertise to ensure that all patients or clients receive high quality, affordable and efficient care.
  • Directs the planning and assigning of work according to the nature of the job to be accomplished, control and evaluate work through periodic reviews.
  • Directs, supervises and coaches staff daily; ensures that all staff are operating to the top of their job area and providing high-value care to customers; develops, implements and audits standard work.
  • Provide substance use disorder expertise to staff, internal and external stakeholders.
Financial Management
  • Work closely with Addiction Program Manager, Supervisors and Health Department Business Operations to monitor and manage funding streams.
  • Develop plans for achieving program objectives and operational goals both requiring fiscal viability; modifies procedures and guidelines to meet changing conditions or goals; recommends revisions to policy and procedure by evaluating their impact on program, section or unit activities in order to increase the efficiency and effectiveness of operations.
  • Analyze information to plan program changes or make recommendations to Senior Leadership to meet programmatic goals.
Human Resources
  • In consultation with the Addiction Services Manager, Program Supervisor will be responsible for hiring, ensuring adequate staffing and ongoing timely performance evaluations and employees’ professional growth; ensures that staff understand roles and responsibilities and maintain high performance standards.
  • Responsible for completing annual performance evaluations with employees on or before their due date for all employees.
  • Creates position descriptions and job standards for each position and monitors to ensure accuracy.
Quality
  • Evaluate the quality of services provided by collaborating with leadership, reviewing reports and/or statistical data, by conferring with staff, and by reviewing information from clients/customers, community advisory groups, community partners and users of services in order to determine what improvements are needed.
  • Addresses issues raised by staff, manages, patients/clients and other internal/external customers.
  • Participate in County level audits of community-based organizations in coordination with the Quality Management team.
External Relationships
  • Provides leadership in facilitation, consensus building and collaboration on a broad range of complex issues with a variety of participants and stakeholders.
  • In consultation with leadership, identifies, partners and forges key strategic partnerships with diverse key internal and external stakeholders.
  • In partnership with leadership, consults with internal, business, and community groups to discuss service problems, responds to community needs, enhances public relations, coordinates activities and plans, and promotes programs.

Minimum Qualifications/Transferable Skills*:
Education/Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in social work, sociology, gerontology, psychology, or any behavioral health degree field.
Experience/Certification: Three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. Certified Alcohol and Drug Counselor - II or III (CADC - II/III) (Required), Board of Oregon- Certified Alcohol and Drug Counselor.
