Job Duties/Scope Of Work
Job Summary:
This position supports the Business Process and Compliance (BPC) and Invoicing department and will perform compliance-related reviews of invoicing data prior to invoice submittals to DOE-RL and other customers. This position is also responsible for ensuring invoices submitted to DOE-RL and other customers are in compliance with HMIS contractual requirements and established business processes.

Responsibilities include but are not limited to the following:
  • Support compliance related reviews of bi-weekly financial data in invoicing data mart to ensure invoice submittals to DOE-RL are in compliance with contractual requirements, and contain adequate justification.
  • Review invoicing records for compliance with accepted policies and procedures.
  • Ensure all reviews are completed in a timely manner to support invoice delivery dates.
  • Support the Treasury and Invoicing department with reviewing data and responding to DOE-RL and other customer questions and comments on invoices.
  • Must maintain a high level of communication and responsibility to internal and external clients.
  • Review procedures related to invoicing and recommend enhancements to strengthen the invoicing process.
  • Support the development of quarterly and annual reports summarizing the invoice comments or finding and recommend process improvements based on the trending data.
  • Enhance desk guides for reviewing invoices.

Basic Qualifications
- Bachelor's degree in Accounting, Finance, Business Administration or a related degree, and 3 years of related experience - OR - an equivalent combination of education and experience.
  • Demonstrated skills in Accounting.
  • Ability to communicate effectively both in writing, verbally, and interface effectively with all levels of management.
  • Advance skills in Microsoft Excel with Pivot-Table and Functions experience.
  • Must have a working knowledge of financial reporting/analysis, be a team player, highly motivated, organized, focused, and able to multi-task.
  • Attention to detail and solid quantitative and analytical skills are required.

Desired Qualifications
- Prior experience with submitting invoices via Vendor Inquiry Payment Electronic Reporting System (VIPERS).
  • Familiarity with Generally Accepted Accounting Principles (GAAP).
  • Knowledge of the Federal Acquisition Regulations (FAR) and Cost Accounting Standards (CAS).
  • Experience with Power BI/Data Analytics.
  • Government owned contractor operated accounting experience.
  • Knowledge of PeopleSoft HRIS/Financial Applications, Asset Suite, and Crystal Reporting or similar systems desired but not required for consideration.
  • Familiarity with Outlook, Word, and PowerPoint.

Compensation & Benefits
Grade 15: $76,338 - $96,313
Grade 16: $83,950 - $105,750
Grade 17: $92,238 - $116,213
