The Carlson College of Veterinary Medicine provides professional and graduate programs for veterinary students, leading to DVM, MS, and PhD degrees, operates both a Large and a Small Animal Teaching Hospital, and Oregon Veterinary Diagnostic Laboratories. The College operates within a total budget (from all sources) of approximating $16 million annually, which supports educational programs, veterinary medical and diagnostic public services, and research programs with broad impacts related to animal and human health. The College employs approximately 150 faculty and staff, plus student workers.

Develops procedural controls to ensure proper markup margin for supplies purchased for patient medical procedures. Proactively increases external fees to be reflective of hospital purchasing costs. Analyzes and interprets fee code reports provided by the Fiscal Coordinator 2 to ensure the hospital is meeting its profit margins. Reconciles client credit card transactions to hospital A/R Transmittals; works in collaboration with Student Account Services to review and track new clients to ensure FIS numbers are assigned, reviews revolving charge agreements (RCA) and rights & responsibilities overviews (RRO), resolve payment discrepancies, check for potential client restrictions using Banner, Vet Hosp and current aging summaries. Acts as a liaison for sole source justifications and coordinates communications between requestors and PCMM on requests over $5k. Works directly with Cashier’s Office to process daily credit card transactions.
Pays for non-BennyBuy invoices using a departmental credit card. Records and reconciles credit card transactions in Concur. Allocates indexes for multi service-based invoices. i.e. FedEx or Cintas. Works in collaboration with the University Accounts Payable team and Financial Strategic Services Team to approve/process invoices for payment, review and approve shipping costs and to setup new vendors in Benny Buy.
Procures supplies and equipment for Veterinary Teaching Hospital (VTH) and Department of Clinical Sciences (DCS), handles credit/return issues, works with requestors to complete sole source documents, bid specs or contracts. Coordinates completion of fixed asset data entry (FADE) forms with purchase requestor and Fixed Assets Property Management.
Reviews the terms and conditions of existing/new service contracts and works with the requestor to ensure proper account codes are being used. Tracks all contracts in smartsheet and sets automations to alert both the PI and delegate when contract is about to expire. Audits expense reports to ensure proper posting expenses. Collaborates with the PaCS team on service/equipment contracts, credit applications and requisitions.
Reviews and prepares financial spreadsheets to track and report revenue and expenses for individual services in the VTH using accounting records and supporting documentation. Creates journal vouchers to correct accounting errors; change index, activity code, and/or account code.
Tracks all VTH client discount submissions to ensure that those qualified meets the criteria. Handles year-end audit to remove departing students or residents.
Serves as Concur travel approver working closely with the University Travel Team; reviews pre-trip requests and expense reports to ensure that proper account codes are being utilized. Confirms the availability of funds using travel reports provided by the fiscal coordinator. Serves as a backup for prepayment of allowable travel expenses; conference fees, lodging and airfare fees (if booked outside of Concur) and can write up Personal Service Contracts and Payment Requests for vendors.
Provide backup support to other team members. Participate in training and professional development activities. Perform other duties as assigned by supervisor.
Bachelor’s degree with a CPA or PA certificate and three years of accounting experience*, OR Bachelor’s degree with 30 quarter (20 semester) hours of accounting courses and three years of accounting experience*; OR 30 quarter (20 semester) hours of college-level accounting courses and five years of experience.
- Accounting experience must include at least 6 of the following:
- documenting and resolving problems within an accounting system;
- classifying revenues and expenditures to funds and accounts;
- ensuring accounting system conforms with applicable controls;
- reconciling accounts to general or control ledgers;
- preparing journal vouchers;
- applying accounting principles to one or more functional areas; i.e., AR, AP, etc.;
- tracing errors through accounting system;
- processing data using a computer;
- communicating technical material orally and in writing;
- applying computer report information;
- knowledge of governmental and fund accounting;
- applying PC spreadsheet, database, and word processing software.
Transcripts must be submitted for all required and/or related courses. All courses must be from accredited colleges, universities, or private vocational schools.
Additional Required Qualifications- Strong analytical skills.
- Strong written and oral communication skills.
- Ability to work independently and in a team environment.
- Proficiency in Excel, including ability to design clear and adaptable spreadsheets using formulas, tables, and pivot tables.
- Expertise with Vet Hosp or other hospital EMR, Smartsheets, Vocera.
- Expertise with university financial information systems (FIS) (i.e. Banner and CORE Reports).
- Experience with purchasing medical supplies.
- Knowledge of governmental accounting methods and financial practices, including GAAP and GASB.
- Experience maintaining gift and grant accounts.
- Knowledge of public, non-profit research accounting methods and practices.
- Knowledge of grant-related policies, procedures, and tasks.
- Experience with Concur Travel & Expense.
- Experience with Accounts Receivable.
- Knowledge of private/corporate accounting methods and practices.
